Unscheduled Maintenance Unscheduled maintenance is unanticipated work identified and ordered by issuance of a task order. This type of work may include refurbishment and servicing of major systems to repair of leaking faucets and other minor repairs, as well as emergency repairs.
Task Order A task order is a written order for scheduled or unscheduled maintenance work. Task orders are issued by the CO.
Maintenance Log A written log of maintenance performed and the Contractor’s observations about equipment on which scheduled and unscheduled maintenance was completed.
Maintenance Log must be typed.
Work Schedule A written schedule showing proposed dates by facility for accomplishing scheduled maintenance. It is submitted annually by the Contractor to the Contracting Officer. Both parties acknowledge that many factors may affect compliance with the proposed work schedule including availability of government personnel and weather.
Equipment Tag
An equipment tag is a record attached to a piece of equipment which logs maintenance details.
Call Back A call back occurs if there is equipment failure following routine or unscheduled maintenance.
Contracting Officer (CO) The Contracting Officer (CO) has full authority representing the government over this contract. The Contracting Officer will designate a Contracting Officer Representative (COR) to deal with day to day operations.

5. Special Conditions The buildings in which mechanical systems are located are federally owned, occupied residential, office, and storage buildings. Contractor shall take every precaution to provide for safety and to minimize disturbance to the occupants.
6. General Conditions and Requirements
a. Work Hours: 8:00 AM to 5:00 PM, Monday through Friday, unless otherwise approved by the CO or her designated representative.
b. Work Schedule: Within 14 calendar days after the Notice to Proceed, Contractor shall submit to the CO for approval: a written proposed Work Schedule showing proposed dates, by building, for accomplishing scheduled maintenance. Notice to occupants must be issued by the COR two weeks prior to scheduled maintenance visits. Contractor shall maintain the schedule up to date, and shall provide it to the CO annually or more frequently upon request.
c. Schedule of Values: The Contractor shall develop and submit a schedule of values with its quote and update it annually for submission with the work schedule. The schedule of values breaks down the price in the schedule of items into a price for each scheduled maintenance visit. For example, if a piece of equipment requires semi-annual maintenance, the Schedule of Items would include the total annual cost for scheduled maintenance. The Schedule of Values would break out the individual price for each semi-annual maintenance event.
d. Codes and Standards: The Contractor shall complete all work in accordance with applicable local, state, and federal codes and regulations, including the current family of ICC codes and
NFPA 70, NEC.
e. Qualifications of Contractor Personnel: All work required by this Contract shall be performed under the general supervision of a company possessing a Mechanical Administrators License issued by the State of Alaska. For other specialty work requiring State licensing, personnel shall be appropriately licensed for such other trades, such as electrical. Personnel employed by the Contractor shall be experienced and qualified to perform the work with minimal supervision.
f. Contractor’s Responsibilities: In additional to assuming complete responsibility for satisfactory performance of the requirements of this contract, the Contractor shall meet the following obligations:
1) Contractor shall maintain sufficient workforce of adequately trained personnel available to perform services as specified herein throughout the duration of the contract, including option years.

g. Maintenance Log Requirements: Scheduled and Unscheduled maintenance must be recorded in a formal maintenance log. The log must be typed and formatted in Microsoft Excel. The maintenance log must include at least the following information: District, Facility, Component, Servicing Technician, Services Performed, Date of Service Performed, Year of component installation, Notes/Observations. Updated maintenance logs shall be submitted to the COR monthly (not later than 7 calendar days after the end of each month for the previous month) during the period of performance. A Maintenance Log template (Microsoft Excel format) will be provided to the contractor prior to the start of contract performance.
h. Other:

b. The Contractor shall not store materials, equipment, tools, etc. on Government premises, except areas specifically authorized by the Contracting Officer.
c. The Contractor shall coordinate access to Government facilities and equipment with the Contracting Officer or their designated representative.
i. Issuing Task Orders: Reference contract clauses FAR 52.216-18, Ordering; FAR 52.216-19 Order Limitations; and FAR 52.216-22, Indefinite Quantity.
Scheduled Maintenance: A task order for Scheduled Maintenance will be issued unilaterally by the Contracting Officer at the beginning of each contract period. The price will be based on the contract price listed in the schedule of items for scheduled maintenance for all items.
Unscheduled Maintenance: All unscheduled maintenance shall be procured under the contract through the issuance of task orders, which will be issued and signed by the Contracting Officer.
All task orders are subject to the terms and conditions of this contract. In the event of a conflict between the task order and the contract, the contract shall control. If mailed, a task order is considered “issued” when the Government deposits the order in the mail.
Unscheduled maintenance projects will be sent to the Contractor for pricing prior to issuance of any task order. The Contractor shall submit a detailed proposal to the Government outlining a detailed description of the work, a firm delivery schedule for completion, labor hours, parts and materials, major equipment costs (e.g. backhoe), and travel costs as applicable. The proposal shall be due within 15 calendar days from the date the deficiency is observed during scheduled maintenance or from notification of the deficiency by the Contracting Officer or her representative, or shorter time for emergency repairs.
Task orders for an unscheduled maintenance project will contain a firm fixed price that will be the total compensation for all work within the scope of the task order. If, during performance of the task, additional work outside the scope of the task order becomes necessary, the contractor shall notify the Contracting Officer or her designated representative immediately for direction on how to proceed. Additional work above the value of the task order or outside the scope of the task order may not proceed without the express direction and approval of the Contracting Officer.
Bona fide emergencies that threaten life or property will be managed on a case by case basis.
