COMBINED SYNOPSIS/SOLICITATION IAW FAR 12.603

SOLICITATION NUMBER: 12010919Q0016

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested based on the requirements outlined in this combined synopsis/solicitation.

A written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ), for a firm fixed price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-

101. All responsible sources may submit a quote in response to this solicitation, which shall be considered. A contract may be awarded resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and is most advantageous to the Government.

The United States Forest Service (USFS) intends to award one contract for the acquisition of items listed below.

The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the quotes and prices submitted.

Description of Requirement:

The scope of this project is to move three (3) barges in Southeast Alaska. Work includes:

a. Detach all lines and anchors securing the Chickamin, Nakwasina, and Steelhead barges at Berth 1 of Ketchikan Harbors, Ketchikan AK (55° 20' 21.49'' N, 131° 38' 40.25'' W)

b. Disconnect pile lines. Secure all lines, anchors, and zincs on deck prior to departure.

c. Contractor shall move a smaller anchor from the Nakwasina to the Chickamin deck, taking care not to damage new deck coating. Contractor shall also move a large anchor from the Nakwasina to the Steelhead deck.

d. The barges shall be moored as shown in the attached maps.

e. The delivery timing and handoff shall be coordinated with Forest Service Engineering.

1. SCOPE AND SCHEDULE

Base Item:

A: Chickamin Barge Tow Tow the Chickamin barge and associated floats from its current location in Ketchikan on Revillagigedo Island (55° 20' 21.49'' N, 131° 38' 40.25'' W) to Shoal Cove in Carroll Inlet, Alaska on Revillagigedo Island (55° 25' 49.20'' N, 131° 17' 3.86'' W). Straight line distance estimated to be 21 miles one way. The tow shall occur between April 1 and April 26, 2019. The delivery window cannot be expanded due to restraints imposed by Ketchikan harbors. The delivery shall be coordinated with Forest Service Engineering.

Tow the Chickamin barge back to Ketchikan Berth 1. The barge shall be moored in the same way as when it was removed. All applicable aspects of this contract still apply for return trip. Care shall be taken when reloading the anchors and chain on the deck so as to prevent damage. This tow shall occur between October 1, 2019 and October 31, 2019. The delivery shall be coordinated with Forest Service Engineering.

B: Nakwasina Barge Tow Tow the Nakwasina barge from its current location at Berth 1 in Ketchikan on Revillagigedo Island (55° 20' 21.49'' N, 131° 38' 40.25'' W) to Ward Cove in Ketchikan (55° 24' 13.98'' N, 131° 43' 28.84'' W) to tie up to a buoy with a 50 ton anchor and a shore tie. The tow shall occur prior to April 26, 2019. The delivery window cannot be expanded due to restraints imposed by Ketchikan harbors. The delivery shall be coordinated with Forest Service Engineering.

Option Item:

A: Steelhead Barge Tow Tow the Steelhead barge from its current location at Berth 1 in Ketchikan on Revillagigedo Island (55° 20' 21.49'' N, 131° 38' 40.25'' W) to Ward Cove in Ketchikan (55° 24' 42.84'' N, 131° 43' 22.08'' W) to tie up to a floating barge. The tow shall occur between April 1 and April 26, 2019. The delivery window cannot be expanded due to restraints imposed by Ketchikan harbors. The delivery shall be coordinated with Forest Service Engineering.

Option Item:

B: Nakwasina Barge Tow back to Ketchikan Tow the Nakwasina barge back to Ketchikan Berth 1. The barge shall be moored in the same way as when it was removed. All applicable aspects of this contract still apply for return trip. Care shall be taken when reloading the anchors and chain on the deck so as to prevent damage. This tow shall occur between October 1, 2019 and October 31, 2019. The delivery shall be coordinated with Forest Service Engineering.

2. SPECIAL CONDITIONS

Towing vessel(s) must have a current Coast Guard towing endorsement and meet other applicable Coast Guard towing regulations.

Contractor shall schedule the tow to coordinate with weather conditions sufficiently good to allow for controlled towing of the barge.

Secure all stored items on deck, inside the house and on the associated attached floats prior to tow. Close all hatches and vents prior to towing. All anchor cables shall be wound onto the barge anchor winches. Any lost or damaged items will be replaced by the contractor.

Contractor shall be responsible for the protection of the cables and zinc anodes during tow. Any cables and/or zinc anodes lost or damaged during the tow shall be replaced in kind at contractor’s expense. Zincs shall be returned to the water after final moorage.

Contractor shall move a smaller anchor from the Nakwasina to the Chickamin deck, taking care not to damage new deck coating. Contractor shall also move a large anchor from the Nakwasina to the Steelhead deck.

Contractor is responsible for proper moorage of the barges. Moorage lines and anchors are currently held on deck. Moorage for Shoal Cove is defined in the site development plan, and all four anchors shall be used in mooring the barge. Moorage for the Steelhead and Nakwasina in Ward Cove shall be securely tied as directed by the dock master of Ward Cove Group and the Forest Service Engineering. Specific description on the Ward Cove moorage shall be provided at a later date prior to the towing period.

Orient the Chickamin, Steelhead, and Nakwasina barges so that the solar panels are facing south.

Contractor must coordinate the tow schedule with the COR 48 hours prior to barge towing. COR gives final approval for commencing with tow.

Floats:

• Tow three 30’ X 30’ floats with the Chickamin barge and orient them as shown in the site development plan.

• Tow one 30’ X 30” float with the Nakwasina and one with the Steelhead.

3. BARGE DESCRIPTION

The Chickamin, Nakwasina, and Steelhead was constructed in 1983, 1985, and 1982, respectively. There is no known asbestos or lead containing materials in the barge hull. The contractor is responsible for testing any materials being removed and taking appropriate action for proper removal and disposal of materials.

All four barges consist of a 3 compartment steel hull with a two story, wood framed barracks mounted on the deck. The bilge houses fuel tanks, electrical generation system, a water treatment system, a MSD, and a wastewater treatment system.

The hull of the Chickamin, Nakwasina, and Steelhead is 85’ long by 32’ wide by 7’-6” deep. Overall height of hull and barracks is 29’-8”. The draft of the barge is approximately 2’-4”.

The Contractor shall furnish all labor, materials, equipment, supervision and transportation to perform all work listed on the schedule of supplies/services.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Addenda: In addition to the requirements in the basic clause, please submit a short narrative (maximum of 2 pages) addressing the following criteria:

2) Past Performance: supply two references

3) Vessel Captain’s License number and registration number for vessel being used for this contract

4) Price: Please submit a filled-in Schedule of Supplies/Services from Page 2 above. The Forest Service will evaluate quote prices for reasonableness in accordance with the Federal Acqusitions Regulation (FAR) including the Base plus all Options. The Government will evaluate quotes for award purposes in accordance with FAR 52.217-5 Evaluation of Options (Jul 1990) below.

This information will be used by the Government for evaluation (see Evaluation of Quotes below).

52.212-3, Offeror Representations and Certifications – Commercial Items (Nov 2017)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

(a) Definitions. As used in this provision— “Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation”, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C.

395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
