Responses to Questions Received

1. Is there an incumbent contractor currently performing these services or is this a new requirement? If there is an incumbent, could you please provide the contract number?

The previous incumbents were Purdue University and NC State.

Purdue: HHSF223201410373A; POP9/24/14-9/23/18 North Carolina State University: HHSF223201410374A; POP 9/24/14-9/23/18

2. The RFQ does not mention the number of courses per year. Should the contractor assume four

(4) courses per year?

The SOW states that the number of courses offered per year shall be based on training needs and on the availability of funding in the range of 4 – 8 courses per year per contractor.

The minimum number of courses required per year is 4. The Government may require the delivery of additional courses as an option item. Offerors must provide pricing for the four minimum courses required per year and option pricing for the additional courses that may be required.

3. FDA 1350 Access to Non-Public Information. Will we receive Non-Public Information as part of a resulting award? If no, will contractor employees still need to sign commitments to protect non-public information? This Attachment is not needed and has been removed from the solicitation.

4. HHSAR 352.224-70. Privacy Act. Will you please clarify how/ why the Privacy Act applies to this project? This clause has been removed from the solicitation.
