117 ARW/CP Birmingham AL ANG, Command Post upgrade
Statement of Work (SOW)
FOR
Multifunctional Telecommunication Console System
117 ARW/CP, Sumpter Smith JNGB, Birmingham, AL
1.0 Background
This SOW describes the hardware upgrade, software upgrade and the multifunctional telecommunication console system requirements for the 117 ARW Command Post located at Sumpter Smith JNGB, Birmingham, AL.
Building 149 5401 E. Lake Blvd. Birmingham, AL 35217 will serve as the primary Command Post.
2.0 Scope
This project effort is to upgrade the current dispatch communications system for the 117 Command Post. This system will be installed within the premises of the 117 ARW CP and 117 ARW Communications Squadron (117CS) facilities. The work consists of a site visit/survey, design, planning, upgrade, installation, system set-up, testing, cutover, controller training, and applicable documentation of hardware and software components installed. The contractor shall include a maintenance warranty for 1-year, beginning at system acceptance/cutover.
3.0 Objectives
The 117 ARW/CP will have direct lines to all operational organizations as part of the current system configuration. Each controller position must be able to communicate with all agencies involved in 117 ARW/CP operations.
4.0 Task Requirements
4.1. 117 ARW/CP, Bldg. 149 Room 41. Contractor shall upgrade the existing HiPath 4000 communications server(s) and upgrade three (3) controller positions at the 117 ARW/CP Primary.
The HiPath system will receive a software upgrade to the JITC Certified OpenScape Voice Local Session Controller (LSC) (Node A & B). The LSC-Node A will locate in Building 190. LSC-Node B will be located in Bldg 149 and both nodes will connect to each other via base LAN infrastructure and remain ‘active’ to support all positions. The existing voice recorders will receive upgrades to IP versions. Locations will be determined during engineering survey.
4.1.1 In support of the upgrade described above, the contractor shall:
a) Coordinate with 117/CS telephone systems and Tech Control Facility to support relocating all existing PRI interface connections between the base Dial Central Office and upgraded system. (PRI relocation will be staggered during initial installation and testing so operations are not impacted) If PRI programming demands provisional changes from the current voice network/circuits; the contractor via the project PM will host a transport-provisioning meeting with the CS reps. All transport and PRI changes needed to accommodate the upgrade will be fully agreed upon as “able to provide” from the existing central office switch. The contractor is responsible for any proprietary issues that arise creating problems to establish the new service via the (LSC) gateway to the base central office, the contractor shall provide the SME-engineer POC to accommodate connection to today’s servicing transport/translations network.
b) Bldg. 149, Primary Command Post controller area. Provide and install three (3) controller workstations each configured with; (1) touch-screen computer, (2) push-to-talk handsets, (2) dual-channel speakers. One UPS unit per position is included in this project. The contractor shall ensure proper ANSI/ANSI 568 cabling standards be employed to all servicing workstations back to the LSC as determined during engineering survey. This network will utilize the USAF/government LAN.
c) Install five (5) radio interfaces for Any-to-Any Voice Connectivity to connect primary Command Post radios for future capabilities. Specific channels/nets to be determined during engineering survey. Proper ANSI/ANSI 568 cabling standards will be employed to all servicing workstations back to the LSC as deemed. This connection will be via the USAF/government LAN.
d) Upgrade existing voice recorder to support recording (telephone and radio) for each controller position. Proper ANSI/ANSI 568 cabling standards will be employed to all servicing workstations back to the LSC as identified in the engineering survey.
e) Provide (1) administrative PC for (local) system management
4.2. ALTERNATE Node, Bldg 149. The contractor shall provide and install the Node B. Node B will be installed in the alternate Node Center equipment room (Bldg 149). The alternate location will operate in the same manner as the primary in the event of a node failure (fully survivable). This node is NOT a backup server, this is an active node that remains fully integrated in all call control sessions. A failure in node A or connectivity loss to node A will not result in system degradation.
4.2.1 In support of the expansion described above, the contractor shall:
a) Coordinate with 117CS’s telephone systems to connect a PRI interface supporting the existing backup solution. The quantity of PRIs and the timing of the PRI moves will be determined during the engineering survey. The contractor shall include the PRI gateway interface for the proposed LSC (node B); however, it will be the 117CS’s responsibility to make available all PRI’s from the base dial central office as agreed upon in paragraph 4.1.1.A.
b) Alternate Command Post Controller Area; Not applicable for this scope.
4.3 Above system will support the following salient features
a) One-touch conferencing (perform “all calls” on radios and by phone)
b) Automatic Notification of incoming telephone or radio calls
c) Provide Programmable pre-set calling operations via graphical user interfaces on touch-screens. This includes, but is not limited to, a combination of conferencing, multiple Any-to-Any simultaneous activations, 2 door switches, 2 klaxon activations, 20 pre-defined giant voice notifications, and miscellaneous Macros for specific CP needs.
d) Electronic directory (include up to 20 hotlines to key agencies)
e) Administrative phones (2 included), (Multi-line capability)
f) Connect to existing base dial central office via existing PRI connections.
g) Installation into government provided furniture
h) A thorough transport/translation/configuration cutover strategy meeting will be performed and agreed upon prior to service activation. Segregated or NFAS/D channel service, dial plan, testing, and more will be thoroughly examined same.
Future SIP services transport discussion is optional.
i) Warranty and contract service support included for 1 year
