The Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Genetic and Molecular Toxicology (DGMT) anticipate requirements for their collaborative research project involving liquids with low vapor pressures. DGMT requires equipment that is able to aerosolize compounds such as aldehydes and benzene. The compounds need to be heated to a vapor so the cell cultures can be exposed to the vapor thus the need for a high temp spiking system. The equipment/system must also be capable to be used with gases.

The project involves exposing human cells in ALI cultures used in the cytotoxicity assays to vaporized volatile organic chemicals (VOCs). This equipment will be used to conduct the studies outlined above to provide needed data to determine the risks associated with exposure to specific levels of VOCs, thus filling in data-gaps that exist in risk assessment models. In addition, the equipment will allow the FDA to be able to quantify the toxicity of VOCs for evaluating the relative toxicity of these chemicals and developing biomarkers of harm for chemicals of regulatory concerns. Annual quantities are estimates only, more or less quantities may be ordered as needed. A Firm Fixed-Price Indefinite Delivery, Requirements contract is anticipated.

Estimated maximum amount is not to exceed $700,000 though this can be increased via a bilateral modification to the contract.

The lowest priced offer will be evaluated first. If the lowest priced offeror is not technically acceptable, the next lowest priced offer will be evaluated and so on until a technically acceptable offer is determined. The Government reserves the right to request additional information or conduct discussions at any time.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
