(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 11‐233‐SOL‐00837. The solicitation is issued as a Request for Proposal

(RFP)

(iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005‐46.

(iv) The corresponding NAICS code 519110 News Syndicates with a size standard $7.0 million.

(v) Description of Items

One Year subscription (26 users):

(vi) Sole Source justification:

This acquisition is conducted under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302‐1, only one responsible source and no other supplies or services will satisfy agency requirements. The U.S.

Department of Health and Human Services, Program Support Center, on behalf of the Assistant Secretary for Financial Resources (ASFR) intends to award on a sole source basis to CQ‐Roll Call, Inc., 77 K St. NE 8th Floor, Washington, DC 20002‐4681.

This package provides the Office of Budget with vital information from Capitol Hill summarizing and analyzing relevant budget, appropriations, and other health‐related bills and reports. The Office of Budget uses this information to provide tracking articles and data on scheduled committee mark‐ups, floor action, tracking of draft bills, amendments, schedules and other important events.

CQ‐Roll Call, Inc. provides a unique group of products integrated into one web interface. These products improve the level of real time information available to The Office of Budget enabling the production of high quality analysis and tracking that are critical to the effective operation of the Department of Health and Human Services. CQ‐Roll Call, Inc. provides a high level of expertise regarding legislative matters that are necessary for the offices analytical and tracking requirements.

As with most news sources, much of the content provided in this package is subject to copyright, and is therefore inherently unique to the service package provided by CQ‐Roll Call. In addition, the Office of Budget currently has subscriptions to the following unique news sources to supplement the level of information available for analysis and tracking: National Journal/Congress Daily, The Hill, Budget and Program Newsletter, Congressional Staff Directory, and U.S Congress Handbook at your Fingertips.

(vii) A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS REQUIREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION

RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO

CONDUCT A COMPETITIVE PROCUREMENT.

Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. Each response should include the following Business Information:

a. DUNS.

b. Company Name.

c. Company Address.

d. Current GSA Schedules appropriate to this Award.

e. Do you have a Government approved accounting system? If so, please identify the agency that approved the system.

f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp

g. Company Point of Contact, Phone and Email address

All responses are due to the Contract Specialist by 8:00 A.M. September 19, 2011. Email statements are preferred.
