Questions and Answers
Number Question
Reference PWS 1.2 Scope & 3.5.7. Is the level of effort (LOE) for this requirement one (1) full-time equivalent (FTE) per region with a designated Program Manager?
Answer No, there is a requirement for a designated Program Manager between regional representatives and the SMFS office. The contractor is only requried to provide the requisite number of representatives needed to provide required services across the seven regions in the manner spelled out in the performance work statement.
Reference PWS 2.3.7 Exempt Professional Employees. This paragraph states employees supporting this requirement are identified as professionals and are not subject to the Service Contract Act (SCA). However, the RFP had a Wage Determination (WD) i15-5574 (Rev.-3) included. Care you clarify and confirm individuals supporting the requirement are indeed exempt professionals?
Answer PWS 2.3.7 is deleted
3 Reference PWS 3.1 Travel. Will the current tracking system the government utilizes be provided as Government Furnished Equipment, Materials, or Information?
Answer PWS 3.1 doesn't address travel, heading has been updated
4 Reference PWS 3.4 thru 3.4.3 Advertising Employment and Education Outreach Efforts and Deliverables A7, A8, and A9. Will the government furnish current displays, posters, and brochures or will they need to be developed from scratch?
Answer Displays, posters, and brochures will be made from scratch. Quantity of 12 displays, 100 posters and 2000 brochures reference A7, A8 and A9.
The approved poster and brochure will need to have a digital copy to be posted on the SMFS Website.
5 Reference PWS 3.4 thru 3.4.3 Advertising Employment and Education Outreach Efforts and Deliverables A7, A8, and A9. Will a Other Direct Costs (ODC) CLIN be added for requirements of PWS 3.4 thru 3.4.3 or will those costs be absorbed in the labor CLIN?
Answer Yes, we have included ODC into the "Labor" CLIN.
6 Reference Page 3 under Anti-Terrorism Training, the statement “training certificates 3 days before the commencement of work is to start on or before September 8th 2017.” Though this is more than likely a typo, we would like clarification, please?
Answer This is a typo, see the amended Combo Synopsis
7 Reference PWS 4.2 Transition. How long should the phase in and phase out periods be?
Answer If we have time to award this contract before the current contract ends we would like to have the overlapping time frame as phase in/out.
8 I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
