PERFORMANCE WORK STATEMENT

Organizational Analysis:

CONTRACTOR WILL PROVIDE SUPPORT TO BOTH ARMY AND AIR NATIONAL GUARD:

Army National Guard (ARNG):

Source: (http://www.arng.army.mil/) ARNG Federal Mission

During peacetime each state National Guard answers to leadership in the 50 states, three territories and the District of Columbia. During national emergencies, however, the President reserves the right to mobilize the National Guard, putting them in federal duty status.

While federalized, the units answer to the Combatant Commander of the theatre in which they are operating and, ultimately, to the President.

Even when not federalized, the Army National Guard has a federal obligation (or mission.) That mission is to maintain properly trained and equipped units, available for prompt mobilization for war, national emergency, or as otherwise needed.

The Army National Guard is a partner with the Active Army and the Army Reserves in fulfilling the country's military needs.

ARNG State Mission The Army National Guard exists in all 50 states, three territories and the District of Columbia. The state, territory or district leadership are the Commanders in Chief for each Guard. Their Adjutants General are answerable to them for the training and readiness of the units.

At the state level, the governors reserve the ability, under the Constitution of the United States, to call up members of the National Guard in time of domestic emergencies or need.

The Army National Guard's state mission is perhaps the most visible and well known. Nearly everyone has seen or heard of Guard units responding to battle fires or helping communities deal with floods, tornadoes, hurricanes, snowstorms or other emergency situations. In times of civil unrest, the citizens of a state can rest assured that the Guard will be ready to respond, if needed.

Air National Guard (ANG):

Source: www.ang.af.mil/main/welcome.asp Mission

The Air National Guard's federal mission is to maintain well-trained, well-equipped units available for prompt mobilization during war and provide services during national emergencies (such as natural disasters or civil disturbances). During peacetime, the combat-ready units and support units are assigned to most Air Force major commands to carry out missions compatible with training, mobilization readiness, humanitarian and contingency operations such as Operation Enduring Freedom in Afghanistan.

Vision The Air National Guard will meet 21st century challenges by proactively shaping our future with combat-ready, adaptable Airmen at our core. Together with our partners we will provide the capabilities necessary to guard America at home and defend freedom worldwide.

State Mission:

When Air National Guard units are not mobilized or under federal control, they report to the governor of their respective state, territory (Puerto Rico, Guam, Virgin Islands) or the commanding general of the District of Columbia National Guard. Each of the 54 National Guard organizations is supervised by the adjutant general of the state or territory. Under state law, the Air National Guard provides protection of life, property and preserves peace, order and public safety.

These missions are accomplished through emergency relief support during natural disasters such as floods, earthquakes and forest fires; search and rescue operations; support to civil defense authorities; maintenance of vital public services and counterdrug operations

Enduring Properties

1. Secure the home front while defending the nation

2. Develop adaptable Airmen

3. Modernize our war fighting capabilities

CDRL

The Contract Data Requirements List (CDRL) is a list of authorized data requirements for a specific procurement that forms part of a contract. It is comprised of either a single DD Form 1423, or a series of DD Forms 1423 containing data requirements and delivery information. The CDRL is the standard format for identifying potential data requirements in a solicitation, and deliverable data requirements in a contract. DFAR Subpart 215.470 requires the use of the CDRL in solicitations when the contract will require delivery of data.

DD Form 1423 – Contract Data Requirements List (CDRL)

CDRLs should be linked directly to Statement of Work (SOW) tasks and managed by the Program Management

Office (PMO) data manager. Data requirements can also be identified in the contract via Special Contract Clauses (e.g., Defense Federal Acquisition Regulations Supplement (DFARS)), which define special data provisions (such as, Rights in Data, Warranty, etc.).
