Justification and Approval for Other Than Full and Open Competition

Contracting Activity:

USP&FO for Arkansas Purchasing and Contracting Office

Box 003, Building 7100, Camp Joseph T. Robinson

North Little Rock, AR 72199-9600

Description of Action: Robinson Army Airfield needs to upgrade and replace several components of the primary radio communication system damaged by a lightning strike during a recent thunderstorm. Some of the damaged components will be replaced and some of the existing components will remain in use and be incorporated into a new system in order to conserve cost. Beyond replacing the damaged components, the airfield is also upgrading the entire system in order to reduce workload and streamline the processes in the Flight Operations

Center. This contract will utilize funding from 206510d16 QAAF. This MDEP is specifically for procurement of items related to Airfield support. There is adequate funding in this MDEP to cover the entirety of this purchase.

Description of Supplies/Services: Attached is a quote specifically designed for Robinson Army

Airfield. It includes line items and quantities with price. The total purchase cost is:

$222,577.16

Authority Cited: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition

Regulation 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

Reason for Authority Cited: Following the damage to the radios and the determination to upgrade the system, we contacted the RMTC Range Control for information about their radio system which was recently upgraded with a similar system. For market research, we contacted the company that installed the system at Range Control in order to solicit input. The company was JPS Interoperability Solutions. The representative provided a quote that met all of the specified requirements. In the quote, several of the systems (including the WAIS Software) are proprietary to JPS Interoperability Solutions Inc. and will only be available through this company. Further, due to the timing of the acquisition process, we request using JPS to source this requirement. Each day that passes exposes the airfield and surrounding aircraft to additional risk. Since the lightning strike, the UHF radio is less reliable and has a more limited range. This poses a significant safety concern.

Efforts to Obtain Competition: The specifications were open for bid on CHESS for a 30 day period and no companies submitted a quote in response.

Actions to Increase Competition: The USPF&O Supervisor Contracting Specialist contacted several companies that deal in this type of equipment to ensure they were aware of the bid request on CHESS and encouraged bidding participation. None of the other companies submitted a quote.

Market Research: For market research, we contacted the company that installed the system at

Range Control in order to solicit input. The company was JPS Interoperability Solutions. The representative provided a quote that met all of the specified requirements.

Interested Sources: To date, no other sources have written to express an interest in this contract.

Other Facts: We conducted an extensive analysis to determine the requirements and resources needed to meet them. Being that a similar system is already in place at RMTC Range Control, we were able to provide hands-on experience with the equipment and further develop a list of specific needs unique to Airfield Operations. While conducting market research, JPS was the only company able to meet all of the specific needs and also incorporate the existing military radios complete with communications security capabilities.
