STATEMENT OF WORK:

1. The Contractor shall provide the North Dakota Army National Guard advertising for a 10 Month period, 1 December 2014 – 30 September 2015. This will be the base year of the Blanket Purchase Agreement (BPA). Four option years are included in the BPA for 1 October – 30 September for each option year. The exercise of these option years will be at the discretion of the North Dakota Army National Guard (NDARNG).

2. The agreement between the Contractor and NDARNG shall be in accordance with the requirements below.

2.1 Advertising will meet specified criteria put forth by NDARNG Recruiting and Retention Battalion (R&R) Marketing Department as follows for the base year (FY15):

2.1.1- 10 months of advertising in Fargo at two locations

2.1.2- 10 months of advertising in Bismarck/Mandan at nine locations

2.1.3- 10 months of advertising in Dickinson at five locations

2.2 Option years shall meet the following criteria (per 12 month option):

2.2.1- 12 months of advertising in Fargo at two locations

2.2.2- 12 months of advertising in Bismarck/Mandan at nine locations

2.3.3- 12 months of advertising in Dickinson at five locations

2.3 Advertising at the 16 locations will total 32 displays, a display in women’s and men’s restrooms. Display size 9.5”W and 8”H.

2.4 The Contractor will invoice monthly according to DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. They will also be required to send an invoice to the Contract Administrator for verification with R&R.

3. Contact Information:

3.1 The Contractor shall provide a point of contact upon contract award, to include name, phone number, and email address (if available).

3.2 The Contractor shall provide the name and phone number of an on-site point of contact upon contract award. The on-site POC will not have the authority to change contract requirements, but will relay all necessary changes, questions, problems, and other contract issues to the ND National Guard Contract Specialist. The on-site POC will be responsible for any installation access authorizations required by the NDARNG.

4. Contract Manpower Reporting Application (CMRA) Requirements:

4.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contractor for the North Dakota National Guard via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/

4.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the Help Desk at http://www.ecmra.mil/.
