| I | GENERAL PARAGRAPH SECTION: |
| A. | SCOPE OF OBJECTIVES: The Contractor shall submit a proposal to provide all equipment, labor, materials, supervision and transportation to install approximately 340 SF of grating and approximately 147 LF of safety railing |
| B. | LOCATIONS: Project location for the grating is in front of Mc Allister Hall. The railing location is between the Boiler Plant and the Shops building.at the U.S. Coast Guard Academy. The business address is 15 Mohegan Ave, New London, CT 06320 |
| C. | CONTRACT OFFICER'S REPRESENTATIVE: The term COR is an abbreviation for Contracting Officer’s Representative. The COR is designated by the Contracting Officer (KO). The COR may assign an inspector in his or her place. The COR only has the authority to oversee that the technical requirements of the contract are met. The COR cannot make contract changes or resolve disputes. |
| D. | PROJECT MANAGEMENT: |
| 1. | SITE INVESTIGATION: Interested Contractors are encouraged to perform a site visit to become familiar with all the existing conditions and details involved prior to submitting their proposal. Visits may be coordinated with CWO2 Brian Boss, Assistant Public Works Officer, at 860.444.8554 or Brian.R.Boss@uscg.mil (preferred). Failure to visit site and make a proper assessment will not relieve the awarded Contractor from the consequences of non-assessments. |
| 2. | CONTRACTOR SECURITY REQUIREMENTS: Provide a list of all on-site Contractor personnel and Sub Contractors to the COR at least 72 hours prior to the commencement of work. Update Contractor list when changes occur. Contractor personnel are restricted to designated working areas without violating this policy. Contractor personnel shall provide and carry photo identification. |
| 3. | WORKDAY: Contractor workday hours are from 0730 to 1600 local time Monday through Friday excluding Federal holidays. Workdays will be determined after the award of this contract. Coordination of work schedule will be between COR and Contractor. |
| 4. | PROJECT PERIOD: Commence work when all materials are available to complete the project. Contact the COR about any questions in relation to the project. Make COR aware of any lead times. Completion of the project shall be as per the dates negotiated by the COR and Contractor. Provide to the KO with necessary documentation prior commencing work. The period of performance for the project is between August 7, 2021 to October 15, 2021. |
| E. | CONTRACTOR USE OF FACILITIES: |
| 1. | UTILITIES: Electricity (115V @ 15A) and water at household pressure will be available to the Contractor. Utility requirements beyond what the Academy provides shall be the responsibility of the Contractor. |
| 2. | SMOKING POLICY: The Coast Guard Academy is a limited smoking/tobacco use facility. Smoking and other tobacco use is limited to designated areas. See Appendix A provided for designated area locations. |
| 4. | SANITARY FACILITIES: Toilet facilities are available for Contractor use at the job site. The Contractor shall ensure the facilities remain clean after their use. |
| 5. | PARKING: The Contractor is authorized parking at the Academy during the performance of the project. Overnight parking is not authorized. See COR for parking arrangements. |
| F. | DRAWINGS: Drawings (TE-1) shall be provided to identify the installation location. |
| II | SUBMITTALS: |
| A. | FORWARDING: Forward written proposal to the KO either by e-mail or by hard copy. Provide proposal and/or drawings for an installation that is in the best interest of the Government. |
| B. | HAZARDOUS MATERIAL IDENTIFICATION: Submit the most current Safety Data Sheets (SDS) for any materials defined as hazardous. |
| C. | GRATE MATERIALS: Provide specifications demonstrating grating load handling capability. |
| D. | ANGLE MATERIALS: Ensure literature matches angle specified. |
| E. | EXTERIOR RAIL MATERIALS: Provide safety railing plan best suited for exterior use. |
| III | HEALTH AND SAFETY PROCEDURES FOR AWARDED CONTRACTOR: |
| A. | EPA/OSHA REGULATIONS: The Contractor shall comply with all EPA and OSHA standards. |
| B. | ACCIDENT PREVENTION: The awarded Contractor should have in their possession a copy of their “Accident Prevention”, “Injury and Illness Prevention Plan” or equal. |
| C. | BARRIERS: Contractor shall provide and set up barriers or signs to keep unauthorized people out. |
| D. | PERSONAL PROTECTIVE EQUIPMENT (PPE): Contract Employees shall wear properly fitted PPE in accordance with the safety measures dictated by the type of work they are performing. |
| E. | HAZARDOUS MATERIAL PROCEDURE: If suspected hazardous materials are encountered, do not disturb; immediately notify the COR. Hazardous materials will be removed by the Government under a separate contract and/or Contractor. |
| IV | QUALITY REQUIREMENTS: |
| A. | QUALITY ASSURANCE (QA): |
| 1. | MANUFACTURER QUALIFICATIONS: Firms shall be experienced in providing products similar to those specified in the proposal with a record of successful in-service performance, as well as sufficient production capacity to produce the required units. |
| 2. | INSTALLER QUALIFICATIONS: Installer shall be qualified in performing metalwork fabrication, welding, modifications and installations. |
| B. | QUALITY CONTROL (QC): |
| 1. | CONTRACTOR WARRANTY: The Contractor shall warranty their work for a period of 1 year. The primary Contractor shall be responsible for any Sub-Contractor work they subbed out to. |
| 2. | INSPECTION: The COR provides all inspections to determine if all of the technical requirements of the rail and grate installation have been met. The COR may prepare a Punch List for project corrections prior to notifying the KO of project completion. |
| C. | CONTRACTOR REPAIRS TO GOVERNMENT PROPERTY: The Contractor is responsible for the repair of any damage they caused to Government property at no expense to the Government. |
| V | PROJECT WASTE MANAGEMENT AND DISPOSAL: |
| A. | RESPONSIBILITY: All waste generated from the installation project shall become the property of the Contractor. Legally remove all waste from the Government premise. |
| B. | ACADEMY DUMPSTERS: Disposal in Academy dumpsters is prohibited unless there is an agreement with the COR and the Contractor. |
| C. | HOUSEKEEPING: The Contractor shall clean up the work area after the end of each workday. Remove Contractor owned utility equipment at the completion of the project. |
| VI | EXECUTING |
| A. | MATERIALS: |
| 1. | GRATING: Recommended grating materials shall be made of stainless steel, minimum flat bar of 1’-1/4 X 3/16” with a cross rod spacing of 2” minimum able to handle a concentrated load of 500 lbs. minimum. |
| 2. | ANGLE IRON: Recommended angle iron for grating support shall be minimum size of 1-1/4” X 1-1/4” X 1/4” 316L stainless steel angle. |
| 3. | RAILING: Recommended railing shall be safety rail for exterior use, Minimum diameter of 1-1/4” OD and stainless steel with related fittings securely mounted to the tops of concrete walls with core sockets as possible. |
| 4. | FASTENERS: All fasteners shall be made of stainless steel or other new fastening technology made of metal. |
| 5. | CONCRETE: As recommended by the Safety Rail Manufacturer. |
| B. | INSTALLATION: Correct all unsatisfactory conditions before proceeding with the installation. Install grating and rails in accordance with the Manufacturer’s instructions. All work shall be square, level, plumb in a neat manner symmetrical to the building lines and levels. |
| 1. | CONCRETE: Mix and provide a depth and diameter as per Manufacturer’s Instructions. |
| 2. | GRATING: Cut grating sections to size as close fit as possible. Secure angle iron tightly to the masonry. Grating shall be “lay in” for easy removal for pit cleaning. |
| 3. | SAFETY RAILING: Assemble railing components in accordance with the Manufacturer’s instructions. Use concrete socket mount as much as possible vice railing bases for better strength. |
| C. | PROJECT REPAIRS: Repair, remove and/or replace defective Contractor project work. Repairing includes replacing defective parts. Replace damaged or worn items beyond repair. Repair minor abrasions and imperfections with matching factory finishes. |
