West Texas VA Healthcare System 6/14/22 Purchase request Title: ECG/EKG Software and Components
Statement of function: The WTVAHCS requires purchase of portable Electrocardiogram (EKG/ECG) software package and components. This equipment is used to aid in home health care for veterans. The EKG system will integrate to our current GE Healthcare MuseNx system for technician notes & physician approval.
Technical Specifications: The software and components should be a new model, not refurbished or used.
· The software must provide diagnostic exercise stress testing EKG/ECG to include any components or modules as necessary for operation. Provide exercise test interpretation that highlights critical values for efficient and timely diagnosis.
· Must include resting ECG analysis program and 15-lead stress measurement, along with hysteresis analysis in detecting coronary artery disease in women and identifying treatment.
· Must include Finite Residual Filter (FRF) and Cubic Spline provide ECG baseline correction and artifact resolution without sacrificing critical ST measurements
· Must provide automatic arrhythmia detection to assist in documenting arrhythmias that occur during stress testing
· Must provide export flexibility of stress reports via PDF, XML, Microsoft® Word or Excel® and must have configurable report options.
· Software must fully integrate with the MUSE PACS system to include, but not limited to DICOM formatted stress ECG reports that export to Muse NX PACS servers.
· Provide installation and remote clinical education training.
· System must be portable and weigh no more than 5 lbs. each.
· Operating System must still be supported by mfg. and compliant with VA Technical Reference Model (TRM) guidelines.
Contract Admin: Contractor personnel shall notify the Contracting Officer Representative (COR) when arriving on station, prior to delivery. Delivery will be during normal working hours from 8:00 am to 4:30 pm excluding federal holidays unless requested and approved by the COR. Federal holidays include:
New Years' Day Martin Luther King Jr. Day Presidents' Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans’ Day Thanksgiving Day Christmas Day
When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by U.S. Government agencies. Also, included, would be any other day specifically declared by the President of the United States of America to be a National Holiday.
Delivery Location: All work related to this contract shall be accomplished at the WTVAHCS, 300 West Veterans bldg 3, Big Spring, Texas. The software and components shall be delivered within 90 days after contract award.
Competency Of Personnel: Personnel shall be authorized by the contractor to perform the services. All work shall be performed by fully qualified and competent personnel. The government reserves the right to authenticate training requirements, request training certificates and credentials from the contractor at any time during this contract through written request by the Contracting Officer (CO).
Information and Security: VA retains all ownership rights and responsibilities to any VA data provided to the Collaborator, which is the Confidential Information of VA. Except as VA shall authorize in writing, Collaborator shall not disclose, release, reveal, show, sell, rent, lease, loan, or otherwise grant access to any VA data provided under this Agreement to any third party.
Collaborator shall use appropriate safeguards to protect any VA data from misuse or inappropriate disclosure and to prevent any use or disclosure of the information other than as provided in this Agreement, or as otherwise acquired by law or regulation. Access to any VA data shall be restricted to authorized employees, contractors, subcontractors, and agents of the Recipient requiring access to perform their official duties, as authorized by this Agreement.
All VA data must be used, stored, and secured according to the requirements of the VA Handbook 6500, other applicable VA and VHA requirements, and as described in the approved research protocol.
For the purpose of this Agreement, any VA data will not be shared outside the VA other than as permitted by this agreement and permitted within the protocol for which the data have been requested. A separate copy of VA data may not be created by the Recipient in any way. Data cannot be physically moved or transmitted from the Recipient without first obtaining prior written approval from the VA Facility providing the data and the data being transmitted securely prior to said move or transmission.
If data is to be de-identified, consider including a description of the de-identification process used, as well as the following statement: All VA data collected and shared with Collaborator will be de-identified according to Safe Harbor Requirements, as defined by Section 164.514(b)(2) of the HIPAA Privacy Rule.
Security And Privacy: Vendor will not have access to information deemed to be “VA sensitive information”. The certification and accreditation (C&A) does not apply.
The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.
Consistent with the requirements of 38 U.S.C. 5725, a contract may require access to sensitive personal information. If so, the contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving any SPI the contractor/subcontractor processes or maintains under this contract. However, it is the policy of VA to forgo collection of liquidated damages in the event the contractor provides payment of actual damages in an amount determined to be adequate by the agency.
Records Manager:
| i. | Citations to pertinent laws, codes, and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. |
| ii. | Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. |
| iii. | Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. |
| iv. | Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. |
| v. | Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. |
| vi. | The Government Agency owns the rights to all data/records produced as part of this contract. |
| vii. | The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. |
| viii. | Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [email, fac, etc.] or state of completions [draft, final, etc.] |
| ix. | No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation of unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S. C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the Agency records schedules. |
| x. | Contractor is required to obtain the contracting officer’s approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive ad proprietary information. |
Worker Requirements and Access: Contractor employees will need to get access badges from the VA Police Service located on the ground floor, main facility prior to conducting business, installation, or training functions. Contractors are required to abide by all facility requirements in regards to screening and masking requirements.
