Statement of Objectives (SOO) Technical Requirements Package (TRP)
Design/Solution/Products/Install an Upgrade/Redesign of Existing B85 Conference Rooms
Purpose: Obtain updated conference room (CR) solution with proposal. Key features: standardization, ease of management, audio clarity anywhere in room, clear communication, user-friendly, optimal display, efficient acoustics, adjustable sound level, utilize existing hardware and infrastructure where applicable.
The ultimate goal is to obtain audio/visual (A/V) capability and functionality driven to support our core mission.
Fact: The most efficient, cost effective solution and design with proposal for an updated conference room with current “state-of-the-art” technology knowledge lies with industry subject matter experts. Expectation is for the contractor to provide the most current commercially developed products. Goal is for contractor solution to make the most efficient use of space, maximum visibility, acoustics, connectivity and accessibility for users as a minimum to include products with upgradability and interoperability. When the contractor provides the latest generation, “state-of-the-art” OEM commercial technology products, the government receives an end-of-life product line with an expectation of having a “useful product lifespan” of no less than five years after manufacture production ends. Government expects to obtain no product components with less than five years life expectancy. Design for maximum productivity.
Overview:
Provide an A/V solution and proposal to upgrade conference rooms Building 85 Eglin AFB, FL.
o Rooms 170, 208, 223 o Include design, solution, hardware, installation, and training.
Reliable, high-quality presentation solution Technical solution to communicate and collaborate effectively and frequently o Contractor shall remove existing hardware, monitors, video wall, peripherals, and must pull all old wiring where applicable as part of solution. (with exception of government responsibilities noted)
A/V system control units shall be configured to operate standardized across conference rooms 170, 208 and 223 consistent and efficient login / access. Minimize steps.
No products may communicate using “any” wireless technology via interconnects (i.e. Bluetooth, WIFI, WIDI) o No cameras
Contractor shall run all required network connections for communication for each conference room.
o Reference attachment: 96th TW PWS 96TW-2022-00086.V2 20 APR22 and floor plan
Contractor shall provide additional connectivity (wire whips) as needed to connect to power. Sufficient power exists in all conference rooms for upgrades to occur.
o No abandoning in place strategy without prior facility manager or Civil Engineering approval.
o Electrical work shall comply with National Electric Code (NEC)
Security: Secret Collateral level Blue Lights in each room shall remain in place and functional.
Audio System: Speakers. Utilize existing ceiling and wall speakers in CR170, CR208 and CR223 where applicable.
o Existing speakers and layouts are defined in each room description.
If existing defined speakers do not function with A/V solution, contractor shall provide necessary hardware and components for presentation audio.
Public Address speakers must remain in place and operational.
o Public Address speakers will be marked prior to work start.
No Chairs are required for A/V solution. Chairs in drawings are depicted for visual representation only.
In any room where a wall needs to be repaired or a frame is needed to cover a void created by the removal of existing equipment – the contractor shall:
o Repair and/or install framework in a color scheme that compliments the current room.
Contractor shall supply all materials/products except for ceiling tiles and carpet squares.
Government furnished ceiling tiles and carpet squares to be installed by contractor.
Provide end-user operational training at completion of final installation.
Provide system admin training to administrators.
Customer networks defined as C2Net throughout this document.
Government shall dispose of the existing conference room tables at onset of A/V solution installation.
Contractors shall be escorted by the government at all times when on premise.
A/V solution shall include “as-built” drawings, diagrams and manuals.
Network connections that must be ran will utilize existing cable trays or J-hooks. If required contractor shall provide additional J-hooks.
Subfloor alarm equipment must be covered during contractor performed work.
Existing ceiling projector lifts in CR170 shall remain in place as is.
Projector screens present in any Conference Room shall remain in place as is.
96 Communication Squadron Guide for Network Installations (Ref: 96 CS Guide Eglin AFB, FL) o All fiber network connections will be of type LC.
o NIPR Cat 6 Copper. “White” color casing.
o SIPR Fiber. “Red” color casing.
Conference Room 170 (CR170) specific requirements: See diagram CR170.
CR170 room dimensions: 401 inches Length x 351 inch Width o Raised floor, 18” deep. Can be accessed at any point throughout the room.
Front Video Wall o Contractor shall remove and dispose of existing video/monitor wall o Contractor shall provide two (2) new 98 inch monitor’s (See diagram monitors #1 and 2) o Contractor shall utilize existing power source behind data wall to the new monitors.
o Contractor shall repair wall and provide frame to the standards listed in Technical Requirement
Overview above.
Monitors on Side Walls o Two new monitors 75” one on each side wall (Diagram monitors #3 and 4) o Contractor shall remove and provide to government the two (2) existing monitors.
Monitor Display Capabilities (for control presentation) o Layout 1: All four (4) monitors show the same image o Layout 2: Monitors 1, 3, 4 show the same image with monitor 2 showing a different image.
o Layout 3: All four monitors showing different image
Provide new Conference Table o Size and Shape: Boat shape o Seating for 11 individuals.
Five (5) on each side and one (1) on end farthest from front data wall monitors.
Leg room overhang depth estimate 15-20 inch.
Key: No leg obstruction where individual sits.
o Conference table installation and connectivity shall include all hardware and components – (Diagram
Station B, C and individual seat locations). Quantity and location for power, HDMI, NIPR, SIPR, C2NET, POTS and A/V system control unit.
Table shall provide power accessible to each seating location.
Government furnished POTS phone. Locate POTS drop centrally on table top.
Each individual seat requires one (1) NIPR, two (2) C2Net
Provide C2Net connection ports in box.
o Government shall install wiring/cable to the connector box contractor provided
Two (2) seats closest to front video wall (1 on each side of table) require two (2) SIPR, C2net, one (1) NIPR, HDMI
Provide a single A/V system control unit shared between these seats. (Ref Sta. B & C).
Portable lectern/podium – (Diagram Station D) o Contractor provided lectern/podium o Must be portable/movable o Contractor provide hardware and install flush mount floor panel connection box.
Connectivity access/plug-in via floor connection box for power, video, audio.
Provide two (2) NIPR, one (1) HDMI, and 1/8” analog audio jack to A/V System Shall have two standard power outlets (NEMA 5-15R) o Contractor shall provide gooseneck style microphone.
Rear room control station. (Diagram Station A) o Contractor shall provide the control workstation table o Color scheme (similar to conference table) o Size: seat one individual.
o Shall include A/V system control unit o Contractor provide hardware and install flush mount floor panel connection box.
o Connectivity access/plug-in via floor connection box for power, video, audio.
Provide two (2) C2Net, one (1) NIPR, SIPR, HDMI and 1/8” analog audio jack to A/V System Shall have two standard power outlets (NEMA 5-15R) Provide C2Net connection ports in box.
Government shall install wiring/cable to the connector box contractor provided Contractor shall provide 8” to 12” LCD touch panel room A/V system control units.
o Quantity two (2) each One (1) located at rear room control station (Station A) One (1) located at conference table within range of both control stations B & C A/V system control unit touch panel will include the operation of the A/V solution, CR170 lights (on/off/dim), digital signage inside (monitor overlay) and outside CR170 doors.
Lighting System o Contractor shall provide the ability to interface with existing model Lutron HP-2. (See attach CR170 Lights technical specifications) and recessed/CAN lights to control lighting. Shall be dimmable.
o Contractor shall provide the ability to interface with the Lutron HP-2 CR170 light system and recessed/CAN light system from the contractor provided touch panel A/V system control units which will be located at Stations A and B/C
Use existing lighting systems only. Contractor shall interface only. All current lighting stays.
Blue Lights not included.
Signage: Display room digital signage o Outside CR170 two (2) locations main and side entrance doors o Capabilities:
Signage (screen) shall be LCD type of 8” to 12”, programmable and activated by the A/V system control unit.
Display notifications (examples): Meeting in Progress, Conference in Session, etc.
Screen must be capable of displaying multiple colors (red, green, blue, etc.) in a typical standard legible font.
Locate / install signage (screens) most convenient as to allow for external power and data connections.
This could be above, or next to the door (potentially near Access Control keypad).
No wireless control of screens. Must be hardwired to A/V solution equipment.
o Inside CR170: Monitor presentation overlay (from A/V solution equipment)
To be displayed banner-style on the all wall monitor(s) Message can be static, moving, etc. and can be customized.
Speakers o Ceiling type
Utilize existing audio ceiling speakers.

Microphones o Contractor shall provide new microphone devices to provide accurate audio pickup for all “gallery” room and conference table seating o Contractor shall remove and dispose of existing hanging ceiling microphones, qty: 2 directly above conference table.
Contractor shall provide relevant equipment and racks required for A/V solution.
o Exception: Room 168 has a Government provided rack. (see attached R168 equipment rack)
Contractor has the option to use the Model WRK-24MDK rack.
If the rack is insufficient for contractor solution, Government shall dispose of the rack.
o Contractor shall locate required A/V solution support equipment in Room 168.
o Contractor shall remove existing R169 A/V system hardware and rack. Provide the hardware and rack to the government for disposal.
Contractor shall provide and install “all” system cabling / wiring not previously provided by the government
(existing NIPR and SIPR in room).
o Contractor shall install / run network infrastructure to B85 Communication rooms per 96th TW PWS

o Contractor shall provide and install Uninterruptible Power Supply (UPS) at Audio Video (AV) rack location.

• Used to dim or switch heavily loaded zones. Allows a wall dimmer or one zone on a GRAFIK Eye 3000 Series Control Unit to control loads of up to
30,000W/VA.

GRAFIK Eye Control Unit Wiring
Module-to-Module Wiring
• Pull three #12AWG (2.5mm2) wires between the Dimming Modules to be used on a zone.
• Modules must be daisy-chained.
• Connect the GRAFIK Eye Control Unit to the first Dimming Module used in the zone.
• Use two #12AWG (2.5mm2) wires to connect the Control Unit’s feed to the Dimming Module’s control circuit. This allows Dimming Modules to draw 40W/VA power for internal operations.
• Use one #12AWG (2.5mm2) wire to carry the zone’s dimmed (or switched) hot signal from the Control Unit to the Dimming Module. This allows the Control Unit to control the lighting loads.
• Make sure the power for the control circuit is 120V and on the same phase as the GRAFIK Eye Control Unit.
• Make sure the Control Unit’s feed can support all the Dimming Modules drawing off it. Each HP 2-4-6 Dimming Module draws approximately 0.1A of current.
• Use a separate raceway. Do not mix control circuit wiring with feed or load wiring.

Hardware and Associated Software and Peripherals
All hardware delivered under this DO shall include associated software, documentation and associated peripherals required for operations (such as control units, connectors, cables, drivers, adapters, etc.) as provided by the OEM.
This is true only if the applicable OEM provides such items with the product itself.
Software
For all software that is outside of hardware and purchased independently, the contractor shall provide the software license registered to the customer’s organization.
Customer Support / Warranty
The prime contractor shall provide 24x7 live telephone support during the warranty period to assist in isolating, identifying, and repairing software and hardware failures, or to act as liaison with the manufacturer in the event that the customer requires assistance in contacting or dealing with the manufacturer.
The contractor shall provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost.
Maintenance: Base Year: The contractor shall provide one (1) year warranty from date of completed installation. Include parts and functionality. The contractor shall perform routine, preventative, scheduled, and unscheduled maintenance actions required to keep the conference room infrastructure provided in an operational state. Includes end-user support to B85 team members to troubleshoot system or operational problems.

Product Maintenance
The contractor shall provide associated maintenance and upgrades to include spares/parts and emergency support, during the warranty period. In order to ensure new design enhancements and technological updates or advances, the contractor shall offer, under this Delivery Order (DO), hardware and software components available to the contractor's commercial customers. Furthermore, the contractor shall make available any commercially available updates to the hardware and software provided under this DO. If such updates are available to other customers without charge, then they shall also be made available to the Government without additional charge. The Contractor shall ship these updates to existing customers who have acquired the hardware/software being updated under this DO. Vendor commercial product offerings shall include “state of the art” technology, i.e., the most current proven level of development available in each product category.
Trade Agreement Act (TAA)
All proposed products must be compliant with the Trade Agreements Act of 1979 (TAA) and related clauses in Section I of this contract. In accordance with DFARS 252.225-7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, and DFARS 225.4 offered in response to any RFQ issued under this contract. Please note that Federal Acquisition Regulation (FAR) paragraph 25.103(e) includes an exemption from the Buy American Act (BAA) for acquisition of information technology that is commercial items.
Authorized Resellers
The contractor may be an authorized reseller of new OEM products proposed under this DO. The contractor may also procure directly from the OEM or utilize other legitimate distribution channels to provide the required products in accordance with the OEM’s policies on reselling. Any contractor’s channel relationships with their OEM partners (gold, silver, etc.) will be represented in the best pricing offered. If the contractor is not an OEM reseller, the contractor shall clearly identify this on the submitted proposal and list the OEM resell partner’s registered relationship with the OEM. DOs may restrict the use of authorized resellers, specific OEMs, or identify required OEMs. The contractor shall ensure all products are genuine and eligible for any OEM warranties, maintenance agreements and licensing as offered. Genuine products are those products the OEM, by their policy, considers not “secondary”, destroyed, stolen or scrapped.

1. Purpose
Install 5-total ScTP CAT 6 NIPR and 3-total OM3 MM duplex cables to conference room 170 and re-terminate 6-each NIPR/POTS cables into newly installed conference desks in rooms 223 and 208.
Specific Task Objectives
1.1. In conference room 170, pretest 10 existing CAT 6 cables before disconnecting from the conference table. Secure the disconnected cables under the raised floor below the table. Install j-hooks under the raised floor approx. 40-feet from the end of the cable basket to the new work area outlet location. Refer to drawing T-001.
1.2. In the hallway between room 169 and comm room 133, install approx. 50 feet of J-hooks above the drop ceiling. Reuse the existing 2-inch core into rooms 133 and 169. The sleeves shall be resealed with firestop after cables are installed.
1.3. Install 5 Plenum ScTP Non-secure Internet Protocol Router (NIPR) white CAT 6 data cabling and jacks from comm room 133 to conference room 170.
Three of the five new and existing cables will be terminated into new conference table. Two of the five will be installed in a new work area outlet location on the wall. Refer to drawing T-001.
1.4. In room 133, reuse rack RR01 modular patch panel E ports 16-20.
1.5. In conference room 170, reuse existing 1-inch innerduct to SIPR room 132.
Install 3-total OM3 MM duplex Plenum duplex fiber optic tight buffered or MIC indoor cable(s) from room 170 to room 132. In room 132, use rack 2 with existing 1RU fiber panel. The fiber panel will be reused as well. Terminations will made with LC splice on connectors on both ends. In room 170, 2 cables will terminate in the conference table and 1 will terminate in a new floor tile outlet box.
1.6. In rooms 223 and 208, perform a pre-test on 1-each POTS and LAN cables currently terminated into existing conference room tables. If cables do not pass current acceptable standards, replace cables with Plenum ScTP Non-secure Internet Protocol Router (NIPR) white CAT 6 cabling back to nearest comm room terminating on available rack mounted patch panel utilizing applicable standards.
Once new conference room tables are installed, re-terminate 1-each POTS and LAN cable onto table mounted Work Area Outlet.
1.7. The provided floor plan(s) illustrates our customers’ preliminary requirement.

The government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the government.
2. General Technical Requirements
The following design criteria provides additional requirements and guidance for Eglin AFB installations. These specific requirements are to be implemented by means of all applicable publications and documents referenced within this guide:
2.1. Inside Plant:
Common Patch Panel configuration with 110 style terminations. Site survey will be used to determine best arrangement to fit customer needs and system standards. Ladder rack and cable tray will be included in the TR design to properly facilitate cable routing. All cabinets, racks, ladder rack and cable tray will be grounded per Industry Standard, ANSI 607.
2.2. Telecomm Outlets/Jacks:
Single Gang Outlet Box - Flush Mount. (Single Gang Faceplate Mounting Bracket for Low Voltage Applications, 1-1/4" Maximum Wall Thickness, Finish:
Pre-galvanized.)
Single Gang Outlet Box - Surface Mount. (Single gang two-piece screw together outlet box. Box accepts Pan-Way® Screw-On Faceplates or any NEMA standard single gang faceplate. For use with Pan-Way® LD profile raceway.

2.4. Cat 6 Connector Block (Patch Panel):
24/48 Port. Constructed for maximum strength and durability. Supports both T568A and T568B wiring configurations using an easy to read color-coded wiring label. Rack-mount modular panels shall include an integrated cable management requirement for cable routing and strain relief. Provide a complete modular system from patch panel to work area outlet.
Strain Relief Requirements. All Strain relief bars shall consist of a metal bar that mounts to the rear of a standard EIA 19" rack to support a minimum of 24 cables exiting from the back of a patch panel with a 2-inch to 5-inch inward mounted offset. Cables shall be secured with integrated adjustable clips, hook and loop strips or cable ties. Optional quick release brackets shall provide an easy way to remove the strain relief bar without the use of tools.
3.0 Singularly Managed Infrastructure with Enterprise Level Security (SMI-ELS)
3.1 Infrastructure Implementation and Operation
3.2 Network Services and Solutions
3.2.1 Site Preparation and Installation Services
The contractor shall perform site preparation and installation activities to support implementation of required services and solutions under this contract at any AF, DoD or other Federal Agency location.
3.2.2. Requirements Analysis and Conceptual Design
3.2.3 Site Survey
The contractor shall perform site surveys at required locations. The findings of the site survey and any actions required in preparation for system installation shall be documented.
3.2.4 Installation
The contractor shall engineer, install, configure, modify, relocate or remove Communication and Information (C&I) systems for operational use. The systems and equipment installations or modifications must comply with established architectures. The contractor shall perform validation and verification testing on the system, assist users in configuring the system to meet their system requirements and provide all applicable operating manuals/system management guides. Further, the contractor shall provide pre-cutover and post-cutover on-site training IAW with TOs. The government will identify personnel who will receive this training. The training shall provide for in-depth hands-on maintenance, operations and database administration.
3.2.5 Inside Plant
The contractor shall, (as required by each TO), install and configure all the components for inside the plant (e.g., power, groundings, racks, fiber optic distribution panels, equipment, internal cabling, comm. closet, etc.). The contractor shall install and test all cable and components IAW accepted industry standards, unless superseded by a Government approved IS indicated within the TO. Electrical and communications cable, conduits, and circuits shall be installed IAW the National Electric Code (NEC). The contractor shall clearly label each end of every individual cable in accordance with the floor plans or engineering drawings. The contractor shall provide attached labels that are durable and legible. For any deviations to the specific installation specification, the contractor shall submit a proposal to the CO for approval.
3.2.6 Tools and Testing Support
The contractor shall provide all tools, installation materials and test equipment required to perform any required product installation and maintenance as called for by the TO. All tools and test equipment shall remain the property of the contractor. Any damage caused by the contractor to existing site facilities or equipment which might occur during site preparation, installation, testing or cutover of the system will be repaired at the expense of the contractor unless otherwise directed by the government. The site shall be restored to the original condition which existed prior to the event unless otherwise directed. The TO will specify testing and inspection requirements. The contractor shall demonstrate that the system design meets the reliability/availability/maintainability requirements of the TO.
4.0. DELIVERABLES
As-Built Documentation. Contractor format for deliverables is subject to Government acceptance. The installer shall provide accurate As-Built documentation of the entire install (i.e. rack elevations, cable route drawings, etc.)
with type of cable path variations identified clearly. All deliverables shall be produced using recommended software tools/versions as accepted by the Government.

5.0 Test and Acceptance Documentation.
The Contractor shall submit test reports within 3 duty days prior to final test and acceptance. The test reports shall show the tests performed to verify compliance with the specified performance criteria. Test reports shall include record of the physical parameters verified during testing. The contractor shall correct any errors or performance deficiencies detected by testing. The government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the government.

6. Contractual Requirements
6.1 Performance Reporting
The contractor’s performance will be monitored by the government and reported in Contractor Performance Assessment Reporting (CPARs). Performance standards shall include the contractor’s ability to:
1. Provide quality products, incidentals and customer support.
2. Meet customer’s agreed-upon timelines for scheduled delivery of items, warranty, and/or incidental services: Emergency/critical, Maintenance/Warranty – 24 x 7 x 365, and remote OCONUS, OCONUS vs.
CONUS response times.
3. Provide satisfactory product repairs or advance replacement, as appropriate.
4. Provide timely and accurate reports.
5. Respond to the customer’s requests for proposals and configuration assistance as identified in each delivery order.
6. Meet subcontracting goals.
6.2 Program Management
The contractor shall identify a Program Manager who shall be the primary representative responsible for all work awarded under this contract, participating in Program Management Reviews and ensuring all standards referenced herein are adhered to.
6.2.1 Services Delivery Summary
The Services Delivery Summary (SDS) will be in accordance with AFI 63-101, Acquisition and Sustainment Life Cycle Management and FAR Subpart 37.6, Performance-Based Acquisition. SLAs will be defined in each TO.

6.2.2 TO Management
The contractor shall establish and provide a qualified workforce capable of performing the required tasks. The workforce may include a project/TO manager who will oversee all aspects of the TO. The contractor shall use key performance parameters to monitor work performance, measure results, ensure delivery of contracted product deliverables and services, support management and decision-making and facilitate communications.
The contractor shall identify risks, resolve problems and verify effectiveness of corrective actions. The contractor shall institute and maintain a process that ensures problems and action items discussed with the government are tracked through resolution and shall provide timely status reporting. Results of contractor actions taken to improve performance should be tracked and lessons learned incorporated into applicable processes. The contractor shall establish and maintain a documented set of disciplined, mature and continuously improving processes for administering all contract and TO efforts with an emphasis on cost-efficiency, schedule, performance, responsiveness and consistently high-quality delivery.
6.2.3 Configuration and Data Management
The contractor shall establish, maintain and administer an integrated data management system for collection, control, publishing and delivery of all program documents. The data management system shall include but not be limited to the following types of documents: CDRLs, White Papers, Status Reports, Audit Reports, Agendas, Presentation Materials, Minutes, Contract Letters and TO Proposals. The contractor shall provide the government with electronic access to this data, including access to printable reports. The contractor shall have an approved property control system IAW FAR 45, DFARS 245 and approved procedures to document and track all GFM and GFE. The contractor shall provide as-built documentation including, but not limited to, drawings and diagrams of the solution provided under each TO identifying specific cards in a chassis/shelf. The as-built documentation shall also include layout drawings, power drawings/specifications, floor plans and engineering specifications generated in support of the installation of the system. Documentation shall also include equipment listing with serial/model numbers and manufacturer specifications.
6.2.4 Records, Files and Documents
All physical records, files, documents and work papers, provided and/or generated by the government and/or generated for the government in performance of this PWS, maintained by the contractor which are to be transferred or released to the government or successor contractor, shall become and remain government property and shall be maintained and disposed of IAW AFMAN 33-363, Management of Records; AFI 33-364, Records Disposition – Procedures and Responsibilities; the Federal Acquisition Regulation, and/or the Defense Federal Acquisition Regulation Supplement, as applicable. Nothing in this section alters the rights of the government or the contractor with respect to patents, data rights, copyrights, or any other intellectual property or proprietary information as set forth in any other part of this PWS or the NetOps and Infrastructure Solutions contract of which this PWS is a part (including all clauses that are or shall be included or incorporated by reference into that contract).
6.3 Security Management
6.3.1 Safeguarding Classified Information
The contractor shall transmit and deliver classified material/reports IAW the National Industrial Security Program Operations Manual (NISPOM) and the National Industrial Security Program Operating Manual (DoD 5220.22-M). These requirements shall be accomplished as specified in the TO. All Classified Contracts must have at a minimum, the Clause 52.204-2 Security Requirement, incorporated into the contract.
Each base will follow its own classified process IAW with the proscribed Federal guidance of the NISPOM and FAR “Subpart 4.4 along with DD Form 254. When transmitting classified information ensure all classified information is properly sanitized and/or degaussed of all sensitive/classified information IAW AFSSI 5020.
6.3.2 Personnel Security
