PURCHASE DESCRIPTION
FOR
Circular Geometry Measuring Machine
1. SCOPE: This is a procurement for a Circular Geometry Measuring Machine (CGMM). The CGMM will be used by the U.S. Air Force Primary Standards Laboratory (AFPSL) located in Heath, Ohio.
The CGMM will be used to calibrate various circular geometry parameters such as out-of-roundness, cylindricity and perpendicularity for ring gages, plug gages, cylindrical squares and alignment telescopes.
2. PERFORMANCE REQUIREMENTS: The CGMM shall meet the following:
2.1. Shall measure cylindricity, out-of-roundness, concentricity, circular flatness, perpendicularity, run-out, total run-out, vertical and horizontal straightness, parallelism, taper and angularity, etc.
2.2. Load Capacity: No less than 100 pounds.
2.3. Shall be able to measure the top surface of a 19.5 inches tall part without the use of extensions.
2.4. Measurement Units: Inch (µin) and Metric (µm).
2.5. Amplifier:
2.5.1. Range 1: +/- 0.0350 to 0.0400 inch.
2.5.2. Range 2: +/- 0.0070 to 0.0080 inch.
2.5.3. Amplifier Resolution: Shall include but not limited to 5, 10, 20, 50, 100, 200, and 500 microinches per division.
2.5.4. Accuracy: +/- 0.2% of Measured Range.
2.6. Radial Bearing Error: Not to exceed 0.8 µin + 0.02 µin per inch above rotary tabletop.
2.7. Axial Bearing Error: Not to exceed 1.6 µin + 0.008 µin per inch of radius.
2.8. Vertical Column Straightness and Parallelism (Z Axis):
2.8.1. Straightness: Not to exceed 35.0 µin over 20.0 inches.
2.8.2. Straightness: Not to exceed 8.0 µin over 4.0 inches.
2.8.3. Parallelism: Not to exceed 35.0 µin over 20.0 inches.
2.9. Horizontal Arm Straightness and Perpendicularity to Rotational Axis (X Axis):
2.9.1. Straightness: Not to exceed 65.0 µin over 12.0 inches.
2.9.2. Straightness: Not to exceed 25.0 µin over 4.0 inches.
2.9.3. Perpendicularity to Rotational Axis: Not to exceed 85.0 µin over 12.0 inches.
3. FUNCTIONAL REQUIREMENTS:
3.1. The CGMM shall be capable of measuring cylindricity, out-of-roundness, concentricity, circular flatness, perpendicularity, run-out, total run-out, vertical and horizontal straightness, parallelism, taper and angularity, etc.
3.2. The CGMM shall have automated Tilt and Center part alignment or manual Tilt and Center part alignment (accomplished using two centering adjustment knobs and two tilt adjustment knobs and software guided alignment process).
3.3. The CGMM gage head shall be moved up/down and left/right using electronic controls.
3.4. The CGMM X Axis moving arm shall have a fine-adjustment for precisely moving the
Probe/Stylus in the Y-Axis to locate the “peak” on a sphere or cylinder.
3.5. The CGMM measurement results shall be able to be modified by changing filters, by changing the undulations per revolution settings.
3.6. The CGMM measurement results can be depicted using various reference circles.
3.7. The CGMM shall be compatible with the T20W Probe currently owned by the U.S. Air Force.
The Software shall have the T20W Probe pre-installed.

3.8. The CGMM shall be compatible with the two 1304 Probes mounted in the Dual Probe Fixture currently owned by the U.S. Air Force. The Software shall have the two 1304 Probes pre-installed.
3.9. The CGMM shall be compatible with the T7W Probe currently owned by the U.S. Air Force. The
Software shall have the T7W Probe pre-installed.
3.10. The CGMM shall include a Laptop Controller, cables, and anything else to make the unit function as described.
3.11. Calibration Requirements:
3.11.1. The amplifier shall be calibrated using U.S. Air Force owned gage blocks and optical flat or anvil.
3.11.2. Radial Bearing Error shall be measured using the vendor developed Reversal
Measurement Software, U.S. Air Force owned Precision Sphere, and 1.6 inch and 3.2 inch Extension Fixture.
3.11.3. Vertical Column Straightness and Parallelism Error shall be measured using the vendor developed Reversal Measurement Software, U.S. Air Force owned Dual Probe Fixture and 4 inch diameter x 18 inch cylindrical square.
3.11.4. Horizontal Arm Straightness and Perpendicularity to Rotational Axis (X Axis) shall be measured using U.S. Air Force owned Master 12 inch Optical Flat.
1. MECHANICAL & PHYSICAL REQUIREMENTS:
1.1. Model and Serial Number Identification: A placard shall be attached to the CGMM. The placard shall identify the Part Number, Serial Number, and Manufacturer.
1.2. UID Label A placard shall be attached to the CGMM. The UID Label shall identify the Part
Number, Serial Number, and Manufacturer. Unique Item Identification labeling shall follow Item
Identification and Valuation requirements as stated in the contract.
1.3. The CGMM shall meet all requirements of this purchase description when used within the following Operating Environment/Storage conditions:
1.3.1. Laboratory Temperature: 68 +/- 1° F.
1.3.2. Relative Humidity: 20 to 50%.
1.4. Electrical and Facility Requirements:
1.4.1. Electrical Power and Connections: The CGMM shall operate using 110 volts AC at 50/60
Hz, 15 amps.
1.4.2. Electrical Safety: The CGMM must be grounded.
1.4.3. Fuse: The CGMM must have a fuse.
2. CONTROLLER REQUIREMENTS:
2.1. The Vendor shall include controller.
2.2. Controller: A Laptop controller is required that can efficiently operate under Microsoft Windows
10, 64-bit operating system. All major components of the system shall be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The
Controller shall meet or exceed Microsoft Windows 10 Professional hardware requirements.
2.3. Memory: Minimum 8 GB system Memory.
2.4. USB: Minimum of two integrated USB 3.0 ports not being utilized by other components.
2.5. External video support
2.6. Display Panel: 15-inch (diagonal) or larger viewable display.
2.7. Hard Drive: Minimum 120 GB Solid State Drive
2.8. DVD-ROM: Internal or External DVD +/- RW dual layer or Blue-Ray
2.9. Operating System and Software: All software shall run under Microsoft Windows 10, 64-bit, latest version release. All software shall run Windows 10 as a non-elevated user.
2.10. Lenovo brand controller will not be acceptable.

2.11. Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be provided.
3. SOFTWARE REQUIREMENTS:
3.1. Software Identification: All software used in conjunction with instrument shall be identified by
Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.
3.2. Software Warranty: The vendor shall warrant that the software product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.
3.2.1. The vendor (at no additional cost) shall update or replace the software product as necessary to correct any deficiencies identified in the software. Replacement software shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
3.2.2. The vendor shall bear transportation costs for all replacement products.
3.2.3. The vendor (at no additional cost) shall provide technical support for normal software usage, clarification of documentation, and resolution of software problems. The vendor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.
3.3. Interchangeability:
3.3.1. When firmware or software upgrade is anticipated by a manufacturer during the life of this contract, the vendor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all units delivered under this contract shall be updated to this upgrade.
3.3.2. All firmware or software provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.
4. CALIBRATION SOFTWARE REQUIREMENTS:
4.1. Shall include intuitive software to calibrate the amplifier/gage head, using U.S. Air Force owned gage blocks and optical flat or anvil.
4.2. Shall include intuitive Reversal Measurement Software to measure the CGMM Radial Bearing
Error using U.S. Air Force owned Precision Sphere, the 1.6 inch and 3.2 inch Extension Fixture.
4.3. Shall include intuitive Reversal Measurement Software to measure the CGMM Vertical
Column (Z Axis) Straightness and Parallelism Error using U.S. Air Force owned Dual Probe
Fixture and 4 inch diameter x 18 inch cylindrical square.
4.4. Shall include an intuitive reversal measurement software to quantify the Out-of-Roundness of a
Precision Test Sphere. In addition, the software shall provide a data sheet that depicts the circular profile with out-of-roundness measurement data every 15 degrees.
5. OPERATOR’S, SOFTWARE AND PROGRAMING MANUAL:
5.1. Shall include at least one printed and two electronic copies of the operator/software manual. The
Cover Page shall identify the Part Number, Contract Number, Noun, Manufacturer, Rev Number, and Date.
5.2. Shall include at least one printed and two electronic copies of the software programing manuals.
6. SHIPPING AND SHIPPING CONTAINER:
6.1. The vendor shall pay all shipping costs.
7. INSTALLATION AND TRAINING: The vendor shall coordinate with the AFPSL to set-up the
CGMM and provide at least three days of on-site training (excluding travel time and set-up time).

8. ENVIRONMENT, SAFETY, AND OCCUPATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them.
This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
9. TESTING: Installation and system operation overview by the contractor shall take place at the customer’s premises. The CGMM will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other approved equivalent international laboratory where required. Test will be performed to assure the
CGMM meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527D and the Contract Data Requirements List (DD Form 1423).
