PURCHASE DESCRIPTION
FOR
TORQUE CALIBRATION SYSTEM
1. SCOPE:
The Torque Calibration System is a transducer-based system used by the Air Force Primary Standards
Laboratory (AFPSL) and Precision Measurement Equipment Laboratories (PMELs) as an Air Force
Measurement Standard for calibrating torque wrenches, screwdrivers, and limiters.
2. PERFORMANCE REQUIREMENTS:
2.1. Resolution: The Torque Calibration System shall have an indicator that is able to display a resolution of 0.025% of Full Scale (F.S.) or better of the Transducer being used.
2.2. Accuracy: The Torque Calibration System shall have an accuracy of ± 0.25% of Reading, or better.
2.3. Range:
2.3.1. Transducer(s) range shall be at least from 10% to 100% F.S.
2.3.2. The Torque Calibration System shall cover from 5 in-ozf to 250 ft-lbf without gaps.
2.4. Units: The indicator shall be able to have selectable units in in-ozf, in-lbf, ft-lbf, N-m, dN-m, cN-m, m-kgf, and cm-kgf.
2.5. Warm up time: The Torque Calibration System shall have a warm up period not to exceed 10 minutes.
2.6. Settling time: The Torque Calibration System transducers shall have a settling time not to exceed 30 seconds during calibration in a stable environment within conditions of section 4.4.1.
3. FUNCTIONAL REQUIREMENTS:
3.1. Ancillary Equipment: The Torque Calibration System shall include all transducers, indicators, loading system, cables, connectors, and all other components necessary to perform measurements and meet the requirements of this Purchase Description.
3.2. Calibrated Test Instruments:
3.2.1. The Torque Calibration System shall be able to calibrate pneumatic and electric torque screwdrivers, click type, clutch type, dial type, electrical type, and beam type torque wrenches and screwdrivers.
3.2.2. The Torque calibration system shall have a mechanical loader that will allow for calibration of click type, clutch type, dial type, electrical type, and beam type torque wrenches.
3.2.2.1. Mechanical loader shall be rotated clockwise to exert a clockwise torque, and rotated counter clockwise to exert a counter clockwise torque.
3.2.3. The Torque Calibration System shall have reaction bar(s) that allow all test instruments outlined in section 3.2.2 to be operated to their full scale range in both the clockwise and counterclockwise directions.

3.2.4. The Torque Calibration System shall have a device that allow instruments outlined in section 3.2.2 to be leveled during testing prior to torque application.
3.3. Testing Modes: The Torque Calibration System shall have a minimum of three modes: tracking, first peak, and peak.
3.3.1. First Peak modes shall not trigger below 5% Full Scale of the transducer being used.
3.4. Adapters: The Torque Calibration System shall come with adapters to calibrate different size torque wrenches male square drive (Sizes ¼, 3/8, ½, ¾, and 1 inch), female square drive (Sizes
¼, 3/8, ½, ¾, and 1 inch) and ¼ inch to male hex drive (¼, 5/16, 7/16, 5/8, 11/16, ¾). Shall also include ¼ to 3/8 adapter, 3/8 to ½ adapter, ½ to ¾ adapter, and ¾ to 1 square drive adapter.
3.5. Transducer Connections: The Torque Calibration System shall be a “Smart” (Plug and Play) system.
3.6. Calibration of the Torque Calibration System:
3.6.1. The Torque Calibration System shall have a menu driven calibration method and be calibrated without external software.
3.6.2. The Torque Calibration System shall be able to be calibrated using existing hanging weight equipment owned by the Air Force. Hangers Part Numbers: CDI 300-2-2, 2000-3040, 2000-302-0, & 2000-303-0. Wheels/Arms Part Numbers: CDI 2500-50-0, 2000-151-0, 2000-152-0, & 2000-154-0.
3.6.3. Calibration mounting bracket shall be provided if not able to use Air Force existing
Brackets for mounting. Brackets Part Numbers: CDI 342-35, 342-36, or 343-25.
3.6.4. If a calibration mounting bracket is provided with the system, it shall be able to be attached to existing Air Force Torque Calibration Stands. See figure below for available bolt hole pattern.
3.7. Network: The Torque Calibration System shall be an isolated system (NO Internet Access).

3.8. Serviceability: Individual components shall be individually serviceable by the OEM.
3.9. Printer: The Torque Calibration system shall allow a printer to connect to the system by USB com port.
4. MECHANICAL & PHYSICAL REQUIREMENTS:
4.1. Dimensions and Weight:
4.1.1. The manual loaders footprint shall be no larger than 36 inch x 24 inch (Length x Width) excluding reaction slide/bars when in operation.
4.1.2. The Torque Calibration System shall weigh no more than 500 lbs.
4.2. Power: The torque calibration system shall use an external power supply that shall be within the range of 90V AC to 240V AC.
4.2.1. Operational Power: The torque calibration system shall meet all paragraph 2 requirements while operating on standard 110 V AC 60 Hz electrical power outlet.
4.3. Model and Serial Number Identification: The Torque Calibration System shall be identifiable by manufacturer, model or part number, and serial number for identification. Model/Part
Number for entire system shall be an Air Force unique number (i.e. XXXXX–AF) to distinguish between the Air Force and Commercial model. Unique item identification shall follow the item
Identification and Valuation clause as stated in the contract.
4.4. Operating Environment/Storage: The Torque Calibration System shall be capable of operating to the specifications listed above in paragraph 2.0 in temperatures ranging from 60 °F to 80 °F with a Relative Humidity (RH) of 20% to 50%. The Torque Calibration System shall be capable of being stored in an environment of 0 °F to 130 °F, with a RH less than 95%.
4.5. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.
5. OPERATOR’S MANUAL: The Torque Calibration System shall come with a Commercial Off The
Shelf (COTS) operator’s manual describing features and functions, assembly and start up, operation, instructions and troubleshooting, technical data, maintenance and care, and warranty.
6. TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other
AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format
(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract
Data Requirements List (DD Form 1423).
