About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Financial Services for the Office of Information Technology. The agency seeks to acquire the source code for Smart IT Tools Treasure Quest Software, a specialized software solution for the Division of Unclaimed Property, with a one-time purchase valued at $150,000.00. The procurement is posted from 8/22/2025 with a last day for receipt of information on 9/15/2025 at 9:30 AM ET. The software requirements include configurable advanced property search functionality, a unified property cart feature, guided claim workflow, automated document generation, claim eligibility validation, enterprise security features, Google CAPTCHA integration, and third-party API integrations.
The justification for the single-source procurement emphasizes that the TreasureQuest software is the only proven solution that can be fully integrated into the Unclaimed Property Management Information System (UPMIS) without risky development. Smart IT Tools LLC exclusively owns the proprietary intellectual property, and no other vendor has legal rights to furnish, reproduce, modify, or distribute the source code. The department argues that Smart IT Tools LLC possesses specialized technical expertise and intimate knowledge of the software architecture, which is essential for efficient customization, support, and maintenance. The procurement is critical for meeting division requirements and deadlines while ensuring technical compatibility, operational integrity, and minimizing costs.

The Florida Department of Financial Services (Department) requires acquisition of specific software code to enable unique functionality to support critical business processes for the Division of Unclaimed Property.
An evaluation showed that the TreasureQuest software is the only proven software that could be fully integrated into the Unclaimed Property Management Information System (UPMIS) and achieve the desired results without risky development of fulfilling the project goals. As a result, the Department is interested in acquiring the software source code to allow complete integration with the UPMIS.
The source software code in question is proprietary intellectual property developed and owned exclusively by Smart IT Tools LLC. No other vendor has legal rights to furnish, reproduce, modify, or distribute the source software code.
The Smart IT Tools LLC code is uniquely designed to integrate seamlessly with our existing Unclaimed Property Management Information System, ensuring uninterrupted operations. There are no other companies that can provide this unique software that integrates seamlessly with the existing system. Using Smart IT Tools LLC will ensure no compatibility issues, data integrity risks, or security vulnerabilities.
Smart IT Tools LLC possesses specialized technical expertise and intimate knowledge of the software architecture, which is essential for efficient customization, support, and maintenance of the code. No other vendor can provide this proprietary software code.
Timely acquisition and deployment of this code is critical for meeting division requirements and deadlines.
For the reasons outlined above, the Department requests a sole-source procurement of the required source software code from SMART IT TOOLS, LLC to ensure technical compatibility, maintain operational integrity, minimize costs, and meet critical timelines.
