AFCEC/ COMX
Barrier Arresting Kit (BAK) -12 Fluid Coupling Assembly
List of Materials
1. PURPOSE: The contractor shall furnish all required parts, equipment, material, freight, and labor to provide the following items in accordance with all applicable codes, specifications, and industry/federal standards to CEMIRT, AFCEC/COMX at Tyndall AFB, Florida.
2. SCOPE: The detailed work required is to provide new fluid coupling assemblies for the BAK-12 arresting system. Each assembly must meet the specifications and notes within the following (attached) drawing and will not include any refurbished fluid coupling assembly parts. Each assembly must meet the following specifications:
2.1. Fluid Coupling Assembly
2.1.1. NATIONAL STOCK NUMBER (NSN): 3030-01-283-5743
2.1.2. PART NUMBER (P/N): 52-D-6012-2 or AD-2331337-2
2.1.3. DRAWING #:
2.1.3.1. 1a. Drawing 62-D-6012_Fluid Coupling Assembly
2.1.4. QUANTITY: 40 each
2.1.5. Provide revised drawings that consolidate and fix any discrepancies.
2.1.5.1. Drawings must be approved by AFCEC/COMX prior to starting any work.
2.1.5.2. Upon approval of the drawing package, the drawings will become Air Force property. The drawings will be used by the sole discretion of the Air Force and AFCEC/COMX.
3. FIRST ARTICLE TESTING (FAT):
3.1. The FAT shall be required of any contractor who has not undergone, completed, and received approval for the item being furnished under this contract or has not produced it for the USAF within the last 60 months.
3.2. The FAT shall be coordinated through AFCEC/COMX. AFCEC/COMX will work with the Air Force
Aircraft Arresting System Engineer for final approval. AFCEC/COMX will provide proof of approval and confirmation to the contracting officer.
3.3. The FAT shall be in accordance with applicable drawings, specifications and/or engineering instructions.
The first article offered shall be manufactured at the facilities in which production quantities are procured and produced under this contract.
3.4. Third Party Verification: The contractor shall be responsible for providing third party lab verification of all characteristics of the item to include all dimensions, materials, welds, hardware, and components. This shall be verified by visual inspection, inspection of material certifications, inspection of welder’s certifications and inspection of shipment invoices. If the contractor fails verification inspection, the contractor will be responsible for any additional verification inspections.
3.5. Form, Fit, Function, and Configuration Conformity Check: The contractor shall provide the first article to
AFCEC/COMX for inspection. When submitting the first article for government testing, a copy of the contract and all applicable drawings, specifications, engineering instructions, certifications, and inspection sheets (to include all applicable data identified during third party verification) shall be provided.
3.5.1. The contractor will clearly mark as “FIRST ARTICLE TEST EXHIBIT” and pay for shipping to
AFCEC/COMX.
3.5.2. AFCEC/COMX shall perform a form, fit, and function check verifying all operational aspects of the first article. AFCEC/COMX will pay costs associated with one (1) verification inspection of the first article to ensure configuration conformity of the first article.
3.6. Approved and conditionally approved first articles shall be retained by the government for use. Retention of this item will qualify as the first production item.
4. DELIVERY
4.1. If FAT is not required as outlined in Section 3:
4.1.1. Submit drawings to AFCEC/COMX POCs identified in Section 6: 30-days
4.1.2. Government drawing review: 10-days
4.1.3. Delivery period for remaining balance: 150-days
4.2. If FAT is required as outlined in Section 3:
4.2.1. Submit drawings to AFCEC/COMX POCs identified in Section 6: 30-days
4.2.2. Government drawings review: 10-days
4.2.3. Submit first article for inspection, form, fit, and function NLT: 130-days
4.2.3.1. The first article shall be considered “submitted” to the government on the date it arrives at
AFCEC/COMX, Tyndall AFB, FL.
4.2.3.2. Should the contractor produce the first article prior to the completion of this 130-day period, the contractor will have the remaining time to correct any deficiencies noted during the FAT.
Example: first article is received on the 60th day, the contractor will have the remaining 70 days to correct any identified deficiencies and return item for additional inspection, form, fit and function tests.
4.2.3.3. The total period shall not exceed 130-days
4.2.4. Government review of first article: 30-days
4.2.4.1. If the contractor fails verification inspection, the contractor shall be responsible for any expenses associated with correcting the first article deficiencies. This includes additional verification inspections and freight to/from Tyndall AFB, FL and the vendor’s facility.
4.2.4.1.1. The first article deficiency notification date provided to the contractor shall be considered the “resumption date” of the contractors’ period for FAT submittal.
4.2.5. Upon final approval, delivery period for remaining balance: 150-days
