Source Selection Information – See FAR 2.101 and 3.104
5. Rationale Justifying Use of Cited Statutory Authority.
This is a direct replacement of the existing tables with chairs aboard ship which are broken and no longer serviceable. The requested items are not currently issued from the Navy Supply System.
Due to the urgent and compelling nature of the USS GEORGE H W BUSH CVN-77’s mission throughout the world, sufficient time does not exist to synopsize this class of action through Defense Logistics Agency to appropriate for a Navy Supply issue of replacement tables and chairs. Time constraints and limited ship availability, indicate a single source solicitation directly to the manufacturer to ensure ship uniformity with the existing furniture and compliancy with the NAVSEA drawing to meet ship availability timelines. SPEC-BUILT Systems, Inc. is the OEM.
Currently, the delivery lead time for these items is 150 days for the OEM to manufacture the items with all the manufacturing equipment already tooled to the specifications for this particular requirement.
Competition to obtain a new manufacturer would extend a longer production lead time and an engineering review of the design the specifications to retool production line manufacturing equipment to meet the precise specifications of NAVSEA drawing. This would translate into a higher price per unit.
The OEM can offer a lower price per unit and produce items with a shorter lead time based on learned efficiencies experienced during multiple iterations of production in the past. The estimated price per unit based on the initial set-up from a new manufacturer to produce the required items are expected to be so high that it will not be recouped through competition.
The ships major milestone date is 6/06/2024 but, requested delivery is before 06/06/2024 to support enlisted messing facility prior to crew move aboard (CMA) and light-off assessment (start-up).
The Habitability Program managers for CNAL have approved the Spec-Built drawings and design as an authorized replacement for the B-4B-4 table and chairs listed in the Habitability Catalog which are not currently available in the Supply system.
While the requirement is not emergent in nature, the long production lead times do necessitate a procurement strategy that streamlines the acquisition process.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.
Replacement items must be compatible with Habitability Catalog and Program Manager authorization to meet mission and habitability standards.
Habitability Program managers conducted market research to find potential vendors who could produce items in accordance with the NAVSEA instructions and found only one capable vendor, Spec-Built Systems for this procurement.
The Habitability Program managers for CNAL have approved the Spec-Built drawings and design as an authorized replacement for the B-4B-4 table and chairs listed in the Habitability Catalog which are not currently available in the Supply system.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
(If there is currently no reasonable likelihood of future competition, use the following or similar language:)
For the reasons set forth in Paragraph 5, (contracting activity) has no plans at this time to compete the contact for the type of supplies/services covered by this document. If another potential source emerges, (contracting activity) will assess whether competition for future requirements is feasible.
As such, the planned actions to attempt to remove the barriers to competition cited on the previous justification have been completed. The circumstances requiring the acquisition being conducted pursuant to FAR 13.501(a) remain unchanged. Any subsequent follow-on requirements will be handled on a case-by-case basis. Market Research will be conducted for any future requirements to determine if there are any potential sources for competition.
