This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41
U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity. Identification of the agency, contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
Department of Homeland Security (DHS) Federal Emergency Management Agency
(FEMA) Region VI – Denton, TX and the Office of the Chief Component Officer
(OCCPO) proposes to award a sole source task order pursuant to Federal Acquisition
Regulation (FAR) 8.405-6(a)(1)(A).
2. Nature and/or description of the action being approved. Describe the action being approved, and include the name and address of the proposed contractor(s).
DHS/FEMA intends to limit the number of sources solicited pursuant to FAR Part 8.405-
6(a)(1)(A) for the procurement of Level II Armed Guard services in support of DR4781.

3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The requirement is to provide Level II Armed Guard services at an estimated total cost of
. Due to the devastation sustained throughout the state of Texas stemming from the aftermath of tornadoes and flooding in May 2024, several individual federal facilities will be opened within days of award. It is planned that a Joint Field Office
(JFO) and several Disaster Recovery Centers (DRC) will be located in the declared counties of Texas. These federal facilities require a minimum level of security per DHS guidelines immediately upon opening. As a result, an armed guard contract is required to meet the needs for personnel, facility, and asset protection.

4. Authority and supporting rationale.
8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.
FEMA is providing emergency assistance to applicants throughout the State of Texas at

As a result of this emergency, unusual and compelling urgency precludes full and open competition and any delay in award of a contract would result in serious injury, financial or other, to the Government. The risks to life, health, and/or safety to the federal employees within Texas do not permit time to seek competition. The Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals because it will be unable to open the necessary federal facilities to support the disaster operations without security guards. Full and open competition need not be provided in accordance with FAR 6.302-2.
Strategic Security Corp (SSC) has provided level II armed guard services, with previously vetted and approved personnel. The vendor is currently under contract with FEMA in Texas for other FEMA facilities and has vetted officers. The desired contractor has the personnel, experience with FEMA contracts, and has completed satisfactorily or better on several other contracts. The company has been providing armed Security Guard Services and Security
Solutions for over a decade.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed Task Order to Strategic
Security Corp (SSC) for Level II Armed Guard services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the
Government’s urgent security guard needs. This order will be placed in accordance with
FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration
(GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent
Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Due to the urgency of this requirement, limited market research was conducted. Four (4) companies were contacted regarding providing the Level II Armed Guard services. Two (2) of the four (4) contacted did not respond. One vendor provided a generic response and SSC confirmed they would be able to provide the guards by the need by date.
