SOLE SOURCE JUSTIFICATION: SIMPLIFIED PROCEDURES FOR CERTAIN
COMMERCIAL ITEMS EXCEEDING SAT, INCLUDING BRAND NAME
J&A-22-0078
Pursuant to the requirements under the authority of simplified procedures for commercial items at 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903 Special emergency authority as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501 and consistent with the content requirements of FAR 6.303-2.
Agency and Contracting Activity.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) proposes to enter into a contract on behalf of ICE Health Services Corps (IHSC) on a basis of other than full and open competition.
Nature and/or description of the action being approved.
Type of action: Firm-fixed price contract
Amount the current J&A is justifying: $3 .00
OAQ intends to procure, on a sole source basis, compliance audits and accreditation and reaccreditation by the National Commission on Correctional Health Care (NCCHC) for IHSC facilities in multiple locations in the United States. This action is being taken pursuant to the authority of FAR 13.501. The vendor listed below is the only company that can provide the required services for a seamless and efficient transition to the new awardee.

Description of Supplies/Services. Describe the supplies or services to be acquired.
Provide the estimated total value (including options, if any).
The requirement is to provide accreditation or reaccreditation of IHSC facilities in multiple locations in the United States by the NCCHC. NCCHC will provide an experience surveyor/ survey team to conduct compliance audits and review IHSC facilities for reaccreditation.
NCCHC will meet to review the findings, provide a written report, and provide the site either initial accreditation or re-accreditation with a Certificate of Accreditation.The proposed action will result in the award of a purchase order for a total potential period of five (5) years; 05/10/2022 through 05/09/2027. These services are required to comply with the Performance Based National Detention Standards with 2016 revisions at Part 4.3 and National Detention Standards (NDS) 2019 at Section 4.3 requiring medical facilities within ICE detention facilities be accredited by NCCHC.
