About this file

This document is a sole source justification for a firm-fixed-price contract to be awarded to Curtiss-Wright for an overhaul of a Low Pressure Air Compressor (LPAC) aboard a naval vessel. The justification cites the Simplified Procedures for Certain Commercial Items authority and an unusual and compelling urgency. The overhaul is required to be completed in accordance with technical manuals by March 2023 using Navy operations and maintenance funds. It will include replacing air assemblies, motors, and maintaining the proprietary Compressor Management System. The sole source is necessary as the system manufacturer, Curtiss-Wright, must perform maintenance on the proprietary components. Market research confirmed Curtiss-Wright and RIX Industries as the only two contractors capable of overhauls, and RIX stated an inability to complete the work without subcontracting the management system portion. The justification was approved and the related solicitation for the class B overhaul was issued by the Naval Supply Systems Command.
