About this file
This document contains a justification and approval for other than full and open competition on a sole source basis. The Naval Supply Systems Command intends to award a sole source contract to Communications & Power Industries for the supply of ten ML 6697A Electron Tubes per year for three years to support the AN/FRT-31 VLF transmitter at the Naval Computer and Telecommunications Area Master Station Atlantic Detachment Cutler. The justification cites FAR 13.5 for simplified procedures for certain commercial items and FAR 6.302-1(a)(2)(ii)(A) as the statutory authority, stating that the ML 6697A Electron Tube is only manufactured by Communications & Power Industries and no other product will meet the agency's requirements. The period of performance is three years with an estimated total cost of $4. A market synopsis will be published with intent to restrict competition solely to Communications & Power Industries.

5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY:
The ML 6697 A Electron tube is a general-purpose triode. The tube features rugged coaxial mounting structures which provide high dissipation, low inductance RF electrode terminals.
This tube will operate with plate voltages up to 16 Kilo Volts in Continuous Wave operation.
The operation of this tube is unique to this facility. The part number on the estimate is an original replacement part. If original replacement parts are not used, the government will have to request permission from SP AW AR for a "Configuration Change" to the existing system. This will require additional time for engineers to review the modifications and may result in a redesign of the system.
