U.S. Border Patrol Statement of Work

For HQ USBP Use of Force Training External Site

National Capitol Region

1.0 BACKGROUND

As mandated by Customs and Border Protection (CBP) UOF Policy, all Border Patrol Agents (BPA’s) are required to train in all assigned Less Lethal devices (minimum of one) and defensive tactics as well as qualify quarterly with their assigned handguns, rifles, and shotguns. This is accomplished during an 8-hour training day, to include classroom exercises, mat room training of approved hands-on defensive tactics and less lethal devices and tactics as well as the actual firing of the weapons and less lethal devices on approved courses of fire. Operational tempo and workload demand of headquarter personnel in the national capitol region (NCR) restrict agents’ ability to attend Use of Force training more than 1 day per quarter. This enforces the need for a facility that is capable of meeting all of our Use of Force training mandates, in the same location, and on the same day.

2.0 SCOPE OF WORK

This is for the exclusive access of USBP agents to use an indoor training facility to include firearms and less lethal training during a continuous 8-hour period. Access is needed 30 minutes prior to the scheduled training day which is between the hours of 7 am to 3 pm and 30 minutes after.

The USBP provides the training to its agents on a quarterly basis in a fiscal year using its own instructors:

Quarter one (1) - October through December Quarter two (2) - January through March Quarter three (3) - April through June Quarter four (4) - July through September

This contract seeks to provide training days during the workweek. A minimum of 15 days per established quarter but may exercise additional days per quarter. Scheduling of training days will be based on an average of one day a week for 52 weeks a year.

Scheduling of dates are amendable to more than one to two training days a week, but no more than three days in any one week per month in a quarter. Scheduling of the training dates must be established within a minimum of 6 months advance of the training date.

Scheduling is preferred one year in advance.

Less lethal training and Firearms training are conducted simultaneously, in the same facility, during the training day. A typical group is 24 students. The group of students is split into two (12 each) groups with one going to firearms training and the other to less lethal training, each for half the day and then exchanging for the second half of the day.

The firing range, classroom, mat room, scenario area, 24-hour/7 days a week training supply storage, 24-hour/7 days a week secure ammunition area 4 feet wide by 8 feet long with normal ceiling height and an area for a large USBP provided gun safe and supplies as defined in this SOW, and cleaning areas must be co-located within the same facility.

Less Lethal Training Area Less lethal training is conducted during the same training day as firearms training and must include a padded mat room or a padded area suitable for conducting defensive tactics on the ground. The area must accommodate at least 12 people for instructing, e.g., 16 feet by 25 feet.

A separate classroom for presentations and academic testing instruction outside the firing range area is required, and/or an area to make safe and clean weapons during the day is also required if not accessible on the firing range.

Firing Range and Training Area Must have a minimum of twelve shooting lanes and all twelve lanes must be able to be fired on simultaneously from 25 yards up to 1.5 yards with students standing static on the firing line. Scheduled access for one quarter to at least a minimum of a 50-yard shooting range. If access to a 100-yard is available, please list its availability and/or cost/inclusion in the offering. The range areas must be able to provide a safe venue for conducting the courses of fire and instruction.

During the same training dates at least one “Quarter” in the year, scheduled access to a scenario-based training area such as a shoot house, walled structure in which Simunitions or paint ball rounds can be fired, single or multi story is acceptable.

2.1 Contract Type

Firm Fixed Price (FFP) Commercial Purchase Order (CPO) for FFP type purchase orders, the quantity of days ordered will be multiplied against the day rate listed in the contractor’s catalog price, or as negotiated if lower rates are proposed for the CPO; and the cumulative total of all days ordered will define the firm-fixed price for purchase order. Contactors should provide a day rate price.

2.3 Period of Performance

One-year base period: 2/1/2022 – 1/31/2023 Four option years of 12 months:

Option 1- 2/1/2023 – 1/31/2024 Option 2- 2/1/2024 – 1/31/2025 Option 3- 2/1/2025 – 1/31/2026 Option 4- 2/1/2026 – 1/31/2027.

Purchases orders may be ordered at any time during the base period or during additional option years.

Training day consists of a continuous 8-hour day, with minimum of 15 days per quarter with option of additional days.

Pricing of extra days beyond the 15 scheduled, based on a single day rate.

2.4 Place of Performance

Must be within a 35-mile radius of the Ronald Reagan Building at 1300 Pennsylvania Ave. NW, Washington, DC

3.0 DESCRIPTION OF TASKS AND DELIVERABLES

The Government requires any/or all of the following:

3.1 Bullet trap capable of accepting all CBP authorized handgun ammunition: 9mm and .40 S&W, shotgun ammunition: 12gauge 1 oz. Slug and OO Buckshot, rifle ammunition: up to and including 7.62x51mm.

3.2 Fixed target line with automated turning targets and variable firing lines capable of allowing firing from as close as 1.5 yards. Minimum range length must be 25 yards. Scheduled access to a 50-yard range is also necessary. If the facility does not have a 50-yard range this must be identified in your response. Ranges with a fixed firing line and moving target locations are unacceptable. Agents must be able to move away from the target or firing line while the target remains static.

3.3 Remote control for the turning targets, allowing operation of the targets from proximity to the 1.5, 3, 5, 7, 10, 15, and 25-yard lines respectively.

3.4 Target turning controls must provide “Face” and “Edge” away operation from a minimum of 2 seconds to 2 minutes in 1-second increments. Controls should allow for operation of all targets on the firing line simultaneously or individually selected targets by instructors from a control unit on or near the firing line.

3.5 Movable lane barricades for all lanes, that are usable as freestanding at a minimum from the 25-yard line.

3.6 Adjustable range lighting that would allow the range to be darkened to conduct reduced light, low light, and night training exercises.

3.7 On site classroom, able to accommodate a minimum for 24 seated students with tabletops, video and laptop screen projection or duplication.

3.8 On-site mat room, for less lethal and defensive tactics training.

3.9 On-site weapon cleaning area.

3.10 On-site restrooms and washing facilities accessible to the firing range, to clean hands and face after firing on the range.

3.11 On-site, secure (24-hour/7 days a week) storage for training and scenario weapons, USBP provided safe and combination. Access granted during all business hours.

3.12 On-site secure (24-hour/7 days a week) storage for USBP ammunition, minimum storage area for CBP ammunition and supplies storage is: 8ft x 4ft x 8ft, Width x Depth x Height.

3.13 On-site secure (24-hour/7 days a week) storage of a wheeled utility cart that is used to move ammunition, targets, and training supplies onto the firing range. Cart dimensions are 30in wide x 60in long x 48in tall and stored in secure area loaded with the range supplies in between training dates.

3.14 On-site (24-hour/7 days a week) storage for CBP targets included in storage area dimensions.

3.15 On-site (24-hour/7 days a week) storage for cleaning supplies and additional required equipment to conduct training included in secured storage area dimensions.

3.16 Contractors should describe the capabilities of using frangible ammunition on the firing range. If capable, can frangible ammunition be utilized on the firing range from a minimum distance of 10 yards. If not allowable at all must be noted in the offering.

3.17 Contractors should describe indoor simulated or scenario-based training environment known as a “shoot house” capabilities for e.g., simulated active shooter training. This structure would be used on a limited quarter basis during the period of performance and would potentially be used with Simunitions and not duty or live-fire ammunition. If access and scheduling is an additional cost/rate, then scheduling and accessibility on a per day rate of use must be listed in the offering as an additional cost per an 8-hour day rate.

4.0 GENERAL INFORMATION

4.1 Disclosure of Information

4.1.1 Any information made available to the contractor by the government, or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.

4.1.2 In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records.

4.1.3 The contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy, and Freedom of Information.

4.3.1 The contractor shall provide eye and hearing protection equipment if needed.

4.3.2 The contractor shall provide cardboard target backers as needed but not in excess of 12 new units per training date, staplers, and staples to attach paper targets to the cardboard backers or adhesive spray.

5.0 PROCEDURES FOR PAYMENT

5.1 Billing shall be monthly, upon completion of range days, per invoices from the contractor

5.2 Payment shall be accomplished per IAW FAR Subpart 32
