STATEMENT OF WORK
FOR
FIRING RANGE
Port of Port Huron
November 22, 2022
1. BACKGROUND
The Department of Homeland Security (DHS), U.S. Customs and Border Protection
(CBP), Office of Field Operations (OFO), Field Operations, Port of Port Huron, MI has an immediate requirement for use of an indoor weapons firing range located in the Port Huron, MI area.
2. SCOPE
The purpose of this procurement is to establish an agreement with a local indoor firing range contractor to provide a facility to accommodate CBP's required weapons training and qualification initiatives. This would also include the use of an extra room at the facility for IFI training.
3. APPLICABLE DOCUMENTS
3.1 The Contractor shall provide a firing range that meets, or exceeds all Federal, State and Local requirements including all Health, Safety and Environmental Requirements.
3.2 The Contractor shall provide a facility that meets or exceeds all OSHA established standards for safety, health, noise, and air quality at all times.
4. SPECIFIC TASKS
4.1 The Contractor shall provide a twenty-five (25) yard indoor firing range facility, which shall include: a minimum of six (6) individual firing positions/lanes with options up to ten (10) firing positions/lanes, Equipment Cleaning Room, Class room/Intermediate force training room for a minimum of 10 students, and Restrooms. The firing positions/lanes used by CBP officers should be restricted from public view.
4.2 In addition to the facility, the Contractor shall provide all necessary operational equipment, licenses and permits necessary to accommodate the requirements of the CBP Firearms and Tactical Training Program.
4.3 The Contractor shall also provide for all equipment maintenance and supplies, air quality testing and custodial services necessary to maintain the facility.
4.4 The Contractor shall replace the air filters and certify the air quality of the indoor firing range providing certification to CBP upon request.
4.5 The facility shall be made available five (5) days per week, Monday - Friday between the hours of 08:00AM to 12:00PM for IFI training and12:00PM to 4:00PM for range use excluding federally recognized holidays. CBP shall be allowed to store training mats in the facility.
4.6 The capability to expand range times based on future increase of qualification requirements for CBP officers (increased to quarterly) and the introduction of new qualification requirements (i.e., Shotgun, M4).
4.7 The designated range lanes will not be made available to a private sector patron or other government agency including Federal, State or Local agencies on days and times when CBP is scheduled to use the range.
5. DELIVERABLES AND DELIVERY SCHEDULE
There are no deliverables or delivery schedule required in this contract.
6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
No Government-Furnished property or information will be required since staff will be training in the Contractor’s facility.
7. PLACE OF PERFORMANCE
CBP staff will be training in the Contractor’s facility. Facility shall be within 15 miles of the Port of Huron.

8. PERIOD OF PERFORMANCE
The period of performance for this requirement shall be for a base year and four (4) one
(1) year option periods.
9. SECURITY
The Contractor shall comply with the CBP administrative, physical, and technical security controls to ensure that the Government’s security requirements are met. The Contractor shall not use, disclose, or reproduce data, which bears a restrictive legend, other than as required in the performance of this contract. The contractor must sign a Non-Disclosure Statement.
10. SPECIAL CONSIDERATIONS
10.1 The Contractor shall maintain an environment that does not allow for airborne lead or blood lead levels above the allowable limit at or above sixty (60) micro grams per 100 grams of blood.
10.2 The following minimum standards shall be maintained at all times:
10.2.1 Measurement(s) which demonstrates the effectiveness of the ventilation system, such as, capture velocity, dust velocity, or static pressure, shall be conducted and documented at least every ninety
(90) calendar days.
10.2.2 Any changes or alterations in the ventilation system, whether the result of maintenance or routine service, shall require new measurements as described in paragraph 10.2.1 within five
(5) calendar days of completion of the changes or alterations.
10.2.3 All measurements, testing, and maintenance shall be in compliance with all manufacturers’ recommendations and OSHA standards.
10.2.4 Recirculation of air within the firing range shall not be permitted;
only 100% replacement fresh air from an exterior source shall be circulated throughout the facility during firing range activities.
10.2.5 All surfaces within the facility shall be maintained free of all lead contamination. Compressed air for the purpose of cleaning surfaces shall be prohibited.
10.2.6 Restrooms shall be maintained free of lead contamination in accordance with OSHA standards at all times.
10.4 Performance Interruption: Performance shall not to be interrupted as a result of an authorized scheduled change that has been initiated by an Authorized CBP – OFO Representative and the Contractor.
10.5 Firing Range: The range firing lanes shall be twenty-five (25) yards and shall be suitable for conducting all CBP training and qualification requirements, consisting of at least six (6) individual shooting stations and must accommodate the shooter movement within the lane, i.e. standing and kneeling.
10.7 Health, Safety, and Environmental Issues: The Contractor shall provide a Firing Range that meets, or exceeds; all Federal, State and Local requirements addressing Health, Safety and Environmental Requirements. This shall include thorough cleaning of the facility after every shoot as well as replacement of air filters and testing of air quality after every qualification session has been completed.
10.8 Ammunition Compatibility: The Contractor shall provide a firing range that will accommodate both standard lead and frangible ammunition and must accommodate the following ammunition: 9mm and .40 caliber handgun rounds;
.223 rounds; 12 gauge shotgun rounds and slugs.
10.9 Targeting System: The targeting system shall be capable of varying the distance of targets to 3 yards, 7 yards, 15 yards and 25 yards.
10.10 Spent Round Trap: The bullet trap shall adequate to capture all rounds expended by CBP shooters for qualification. The bullet trap will be maintained by Range personnel and emptied as needed.
10.11 Collection of Spent Shell Casings (Brass): The contractor shall be responsible for cleaning up spent brass each day that the range is occupied by CBP – OFO.
The spent shell casings should be removed consistent with OSHA requirements for lead abatement.
10.12 Firing Positions and Corresponding Targets: Corresponding numbers shall identify all firing positions, and corresponding targets.
10.13 Firing Range Flooring: The firing lane shall have an epoxy floor coating over concrete for the entire down- range distance. Before the firing line, the floor covering shall be wood laminate or equivalent.
10.14 Firing Range Lighting: Lighting levels on the firing range shall be variable intensity controllable to allow for multiple levels of training under variable lighting conditions from complete darkness to high intensity daylight.
10.15 Firing Range Ventilation System: The firing range ventilation system shall utilize one hundred percent (100%) external (outside source) circulation air ventilation, maintaining a constant negative pressure on the firing range in relationship to other adjacent areas.
10.16 Emergency Wash Stations: The firing range shall be equipped with emergency eye wash stations and as a minimum, a shower facility that are easily accessible from the weapons firing area.
10.17 Non-Firing Range Related Accommodation Requirements: The Contractor shall provide the following additional non-firing range administrative, training, observation, equipment cleaning and storing accommodations.
10.17.1 Weapons and Equipment Cleaning Room: The
contractor shall provide a room suitable for the cleaning and maintenance of CBP-OFO weapons and equipment.
10.17.2 Conference and Training Room(s): The Contractor shall provide a suitable room with seating to accommodate a minimum of 10 to conduct meetings of training instructors and trainees for meeting and classroom instruction.
10.17.3 Restrooms: The Contractor shall provide separate restroom facilities for men and women.
10.17.4 Vehicle Parking: The Contractor shall provide adequate parking to support all government and privately owned vehicles of CBP-OFO personnel participating in training or weapons qualification activities at any given time during utilization of the facility by CBP personnel.
10.17.5 Access to Potable Drinking Water: The Contractor shall provide access to public drinking water outside of the firing range area.
10.17.6 Health and Safety: The Contractor shall maintain on-site adequate first aid kits/supplies (trauma bag) for use in the event of injuries or accidents. EMS response for injuries and accidents should be available within 5 minutes of notification.
10.18 Environmental and Energy Conservation Objectives:
Compliance with Occupational Safety and Health Administration (OSHA) permissible exposure limits to lead. CBP shall complete a yearly Industrial Hygiene Evaluation to ensure compliance with OSHA requirements.
10.19 Coordination:
The Contractor will provide the use of range facilities for CBP Officer qualifications. This range facility will accommodate up to 300 CBP Officers four times per Fiscal Year. The firearm range is required to be within driving distance of the Port of Port Huron facilities. CBP Firearm’s Supervisor, will coordinate and schedule dates and times for the CBP Officers to use the facility. CBP will provide targets and ammunition for their own use.
