15 Feb 2023 Statement of Work (SOW)

PROCURE SUBMERSIBLE PUMP

1. General

a. The contractor shall provide six (6) sets of submersible pumps with switch box (hereinafter referred to as “the equipment”).

b. Destination address: Japan

c. The equipment shall be installed in the void of a ship in repair for emergency dewatering in the event of accidental flooding.

d. The equipment shall be one of the manufacturer's current production models which, on the date this solicitation is issued, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. Minor alterations to current production models to meet specifications listed are acceptable. Documentation illustrating all alterations to current production models must be provided with the contractor’s proposal. Products such as a prototype unit, reproduction model, or experimental units do not qualify as meeting these requirements. And all material used in the construction shall be new.

d. Unless otherwise specified herein, the contractor shall furnish all labor, materials, equipment, and transportation.

e. The following electric power will be supplied to the equipment.

(1) Voltage: 480 VAC

(2) Phase: 3 phases and ground

(3) Frequency: 60 Hz

(4) Connector type: HBL460C5W (Mfr: Hubbell)

2. Reference The contractor shall refer to the following standard documents to accomplish the work to the extent specified herein.

(a) 29 CFR 1910 - Occupational Safety and Health Standards

(b) 29 CFR 1915 - Occupational Safety and Health Standards for Shipyard Employment

(c) 30 CFR 18 - Electric Motor-driven Mine Equipment and Accessories

3. Minimum requirements The contractor shall provide six (6) sets of the equipment in accordance with the requirements herein. Unless otherwise specified, stated values are the minimum.

3-1. Submersible pump

a. Performance curve of the pump shall be greater than the followings.

b. Maximum current shall not exceed 53 Amp.

c. Shape: Vertical cylindrical

d. Dimensions: Φ19 inches x 45 inches (H) or smaller, except for protruding parts

e. Weight: 400 lbs. or less, except for cable

f. To be capable of submerged use.

g. To have suction strainers to prevent damage due to foreign materials.

h. To have 4”-8 NPT Male threaded discharge port directed upward.

i. To have a lifting point that withstands total weight of the pump including power cables.

j. To meet MSHA in accordance with 30 CFR 18 or equivalent explosion proof.

k. Power cable shall be provided as follows.

(1) Length: 10 feet

(2) Type of cable: Seawater-resistant submersible cable

(3) Number of conductors: 4 (3 Phases and ground)

(4) HBL460P5W (Mfr: Hubbell) or compatible watertight plug shall be attached to the cable end in accordance with manufacturer’s technical instruction.

l. Model name, manufacturer, serial number, manufacturing year and month shall be indicated by a means that is durable against corrosion and rubbing.

m. Proposal model: SX-4500HV (Mfr: Industrial Flow Solutions - Stancor)

n. Qty: 6 EA

3-2. Switch box

a. The switch box to operate the submersible pump shall contain, but not limited to, the following components.

(1) A main breaker with Ground Fault Circuit Interrupter (GFCI) having appropriate capacity

(2) Two-position selector switch to turn-on and turn-off the pump

(3) Green lamp that lights while the electric power is supplied

(4) Red lamp that lights while the pump is operating

(5) Thermal protector

(6) Step-down transformer to decrease the voltage of control circuits less than 120 Volts

(7) Power input cable

(a) Length: 4 feet

(b) Cable type: Cabtire cable

(c) HBL460P5W (Mfr: Hubbell) or compatible watertight plug shall be attached to the cable end in accordance with manufacturer’s technical instruction.

(8) Power output cable

(a) Length: 4 feet

(b) Cable type: Cabtire cable

(c) HBL460C5W (Mfr: Hubbell) or compatible watertight receptacle shall be attached to the cable end in accordance with manufacturer’s technical instruction.

b. Qty: 6 EA

4. Operational test

a. The contractor shall conduct operational test to verify required functions and capabilities, at the manufacturer’s facility before the shipment.

b. The operational test shall include actual measurement of performance curves (Flow rate, Total Dynamic Head, and input power).

5. Delivery The contractor shall deliver the equipment to the destination.

6. Document submission The contractor shall submit the following documents. Unless otherwise specified, documents shall be written in English.

a. Pre-fabrication documents

(1) The contractor shall submit the following documents to Technical Point of Contact (TPOC) for review and approval before the start of work, no later than thirty (30) working days after contract award. Government technical review will be completed and returned with comments within fifteen (15) working days after receipt from the contractor.

(a) Work schedule (Fabrication, test, delivery)

(b) Technical manuals

i. Specifications

ii. Mechanical drawing

iii. Electric drawing

iv. Parts list including all electric devices installed to the switch boxes

v. Safety guidance (Warnings and Cautions)

vi. Operation

vii. Maintenance and Inspection (Item, cycle, description)

viii. Troubleshooting

ix. Lifting procedure

(2) The contractor can submit catalog materials with adding necessary portions for the approval with TPOC’s consent.

b. Completion documents The contractor shall submit the following completion documents in three (3) paper copies and one (1) CD/DVD digital media no later than fifteen (15) business days after the delivery date.

(1) Approved technical manuals

(2) Result of the operational test

(3) Warranty sheet for one year

(4) SDS for all hazardous materials

(5) Certificate that the equipment contains no detectable (less than 0.5 ppm) PCBs at the time of shipment
