JUSTIFICATION AND APPROVAL

OTHER THAN FULL AND OPEN COMPETITION

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY.

2. Description of the Action Being Approved.

The Government intends to award a commercial Firm Fixed Price (FFP) Definite Delivery Definite Quantity contract for 1,200 each Hogan Insight Report Bundle Assessments in support of NLEC’s curriculum for Major

Commanders, Command Master Chiefs and Senior Leadership Course students.

3. Description of Supplies/Services.

NLEC located aboard Naval Station Newport, RI, requires the procurement of 1,200 each Hogan Insight Report

Bundle Assessments in support of their curriculum. The Hogan Insight Report Bundle Assessments include interpretive reports for the Hogan Personality Inventory, the Hogan Development Survey, and the Motives, Values, Preferences Inventory with graphical Flash report summary of the results. Hogan Personality Inventory assesses the

“bright-side” personality and how individuals relate to others when they are at their best. Hogan Development

Survey assesses the “dark-side” personality for qualities that emerge under strain and stress so they can mitigate risks to performance. Motives, Values, Preferences Inventory assesses core goals, values, drivers and interests to understand motivations to succeed.

NLEC built their Major Command and Senior Leadership courses for Major Commanders and Command Master

Chiefs/Chief of the Boats using the Hogan Assessment in-depth and detailed self-awareness tools. Through the

Hogan Assessments and the individual coaching sessions within the Major Command and Senior Leadership courses, senior leaders gain increased insight into their own strengths/weaknesses, communication and decision-making styles, stress coping skills and more. Senior leaders are then better able to handle their increasing leadership demands, better communicate with their crews, and respond to stress and tension in more effective ways. Senior leaders also become exceptionally keen judges of people and establish highly effective working relationships based on relatively limited levels of personal contact.

Sustained continuity of the same leadership and assessment principles across the board is key to the consistency of professional development of senior leaders in the fleet. Major Command and Senior Leadership courses were built using Hogan Assessment principles and these assessments are required to maintain the consistency. The Command

Master Chiefs, Senior Leadership and Command Pipeline courses staff and counselors have all been trained and certified using the Hogan Insight Report Bundle Assessments.

The commercial Firm Fixed Price (FFP) Definite Delivery Definite Quantity contract for this contract will consist of a Base Year, four Options Years and FAR 52.217-8.

4. Statutory Authority Permitting Other Than Full and Open Competition.

5. Rationale Justifying Use of Cited Statutory Authority.

Market research indicated that Hogan Assessment Systems, Inc. is the original publisher and copyright holder of

Hogan Insight Report Bundle Assessments. Hogan Assessments are available through authorized assessment platform distributors. All Major Command and Senior Leadership courses are taught using the requested Hogan

Assessment products. No other available assessment provides all of the required in-depth detail in one package. No other similar products in the marketplace will satisfy this Government need. A different assessment package would also require retraining and recertifying the entire staff as well as changing the curriculum. For continuity of ongoing curriculum aboard NLEC and for uniformity of Major Commanders and Command Master Chiefs/Chief of the Boats training across the fleet, only the requested Hogan Insight Report Bundle Assessments can meet the customer’s need.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A sources sought notice was publicly posted to the Government Point of Entry (GPE) on 09 February 2021 to identify companies and their capabilities. Eighteen responses were received. Sixteen of the responses were for more basic assessments that would not provide the in-depth data NLEC requires. The basic assessments also would not assess reactions to stressful environments like the Hogan Assessments. Two responses included Hogan Assessments in their lists of available assessments.

In accordance with FAR 13.501(a)(iv), this document will be publicly available with the solicitation.

7. Determination of Fair and Reasonable Cost. A determination of fair and reasonableness of price will be based on the Contracting Officer’s price analysis of the contractors’ quotes in accordance with FAR 13.106-3.

8. Actions to Remove Barriers to Future Competition.

Subsequent requirements for Hogan Insight Report Bundle Assessments will be subject to the continued efforts of the customer activity and the contracting office to identify potential sources, including the use of sources sought. If additional sources are identified; it will be assessed whether competition for future requirements is feasible.
