Additionally, AECOM provides technical expertise in the FEMA HMGP and BRIC programs that inform and align nature-based solutions knowledge to the latest federal priorities and methodologies. Alongside TNC's expertise in Caribbean ecosystem services and value, AECOM provides a comprehensive presence for training stakeholders and technical staff in Puerto Rico on developing and realizing NNBS for hazard mitigation on the Island.
AECOM has experience conceptualizing and developing NNBS, in addition to having already successfully completed the guidebook and workshop on which the required job aids are based
on. As such, AECOM is the sole reasonable vendor that can effectively provide the service to develop the Project. Thus, FEMA's PR JRO HMGP CA Branch has identified AECOM to support this recovery need and foster resilience.
3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2)(iii).

AECOM has provided comparable services including developing a series of eight (8) publicly available resiliency design guides to help coastal practitioners at all levels consider various implications for resiliency projects for the Texas General Land Office. Also, for FEMA, AECOM has supported in creating nature based solutions guidance under the BRIC program and other spaces. AECOM developed the Mitigation
Action Portfolio for FEMA under our contract HSFE20-16-A-0203 (GSA Contract#: GS00F188CA).
Search for other alternatives found no other reasonable sources since AECOM developed the NNBS guide specifically for FEMA and offered the workshop the job aids would be based on. As for AECOM prices, vendor has a GSA Multiple Award Schedule (MAS) Contract No. GS-00F-188CA. The program estimated a total of 1770 hours to complete the requirement. After comparing the labor categories included in the proposal (Project Manager, Senior Advisor and Senior Analyst/Technician) and the applicable MAS price list average ($209.49 per hour) with the IGCE's total price of $197,700.00, the price is found to be fair and reasonable.
