Description of the services required, the estimated cost, and required performance period.

This follow-on requirement is for data collection services from the University of Arizona with a 3-month base period and two 6-month option periods. The estimated value of the base period is $, and the total estimated value of the two option periods is $, for an overall total estimate of the requirement of $.

Specific unique characteristics of the services or service provider that limit the availability to a sole source.

Describe in detail why only this suggested source can fulfill the Navy’s requirements to the exclusion of other sources, and provide market research to support the determination.

This procurement is for data collection services into the generation and evolution of orbital debris, primarily in the geosynchronous belt and beyond. Primary interest is in the collection and analysis of infrared phenomenology, with a focus on observing small objects (1U or smaller) in the short wave, midwave and long wave infrared (SWIR, MWIR, and LWIR). Data collected includes images, photometry and spectrometry in all three wavelength regimes.

The collection of this data is depended upon the use of the 3.8 m United Kingdom Infra-Red Telescope (UKIRT) telescope.

The University of Arizona currently has observation planning, execution, data processing and analysis tools that are intrinsic to the performance of the requirement. Given their unique access to the data, the tools they have developed independently of the Government, and their extensive background and understanding of the UKIRT telescope, only the University of Arizona can perform this follow-on requirement.

Market research was conducted by the requiring agency through the following methods: Contacting knowledgeable individuals in the Government, reviewing the results of recent market research undertaken to meet similar or identical requirements, obtaining source lists of similar items from other contracting activities or agencies, trade associations or other sources and reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line. Market research revealed that the University of Arizona is the only vendor capable of providing the required services. Procuring the required services is not possible through another vendor as the data collection required is propriety information to the University. USNO’s mission success relies on that the University of Arizona performing these services.

The requiring agency has determined that data collection required services above are available to the commercial marketplace.

The contracting agency has determined that The University of Arizona can fulfill the requirement
