The seminar provides unique insight into career transition for senior military in the officer and enlisted ranks. The seminar adopts and refines professional private sector transition training programs to address the situations senior military personnel face during career transition. The result is an intense training experience that prepares the members/attendees for all phases of career transition. The focus of the program is strictly on the practical aspects dealing with the process of managing a career and finding the right job. The program is dynamic as ideas and "lessons learned" obtained from previous attendees are incorporated into the next seminar. The delivery date for the seminar is September 28th and it has an approximate cost of per seminar. This requirement will be for a base year (two seminars per year), four option years, and the 52.217-8 option to extend the periods of performance are as follows:

The seminar is divided into logical segments, dealing with every aspect of career transition. Each segment presents a different aspect the career transition process. As the participants proceed through the program, they quickly realize career transition is a process, not just a series of events.

For example, to write a resume, you must know what you want to do. To conduct an information meeting, you must have prepared yourself through research. To interview and negotiate compensation, you must understand the strengths you bring to the company and job. And finally, you must know how your abilities fit with the company's expectations.

The seminar teaches from a Navy perspective and provides information, which is not discussed in the Transition Assistance Program (TAP).

The facilitators understand Navy jargon, occupations, and how to translate participants' knowledge, skills, and abilities (KSA's) into resume bullets that civilian employers understand. Additionally, facilitators are all senior retired officers who have corporate knowledge of the transition process; which is beneficial in helping participants temper unrealistic expectations, preparing them for civilian employment that they qualify for, and providing information that will help them achieve their employment goals.

The other companies researched didn't have training that specialized in Navy transition to the civilian sector. As this was previously competed, the other offerers were not technically acceptable and did not offer all of the requisite tasks or capabilities that the Ruehlin Course does. Simply stated, competing this again would result in the same outcome as before. Additionally, in order to meet the training requirements and schedule Ruehlin is the only company capable of performing on short notice as they already have the training materials (i.e. workbooks, presentations, and scenarios) available.
