The Naval Supply Systems Command’s Weapon Systems Support activity at Marine Corps Logistics

Base Barstow, Yermo Annex, in Barstow, California has a requirement for Rubb, Inc. tent shelters to protect and store large submarine assets to meet fleet replacement needs. The required structures are manufactured and sold only by Rubb USA, Inc. based in Sanford, Maine. The required shelters are designed and built according to ordered dimensions and shapes, with proprietary, treated fabric and steel frames, and installed by manufacturer-trained technicians to ensure military standards for structural integrity, safety and longevity are upheld. The requested material represents the minimum requirements of the government.

The estimated cost for the instant requirement of five structures is shown in the table below:

The dome shelter manufactured by Rubb, Inc. is constructed in three parts: the fabric cover is woven material of a proprietary blend of fibers and treatments; the steel frame is hot dipped and galvanized at the manufacturer’s facility and welded according to required specifications; and the lift kit attachment is designed according to material handling equipment specifications with a single lift point, to support the standing structure during lifts to deposit, extract or move large assets or the tent itself as required, without damaging the structure or assets underneath. The

WSS facility in Barstow currently stores a number of the same and similar assets using Rubb shelters. There are no authorized resellers or distributors of the Rubb products. Purchasing another manufacturer’s product would require a significant investment in retrofit and

As detailed above, the materials and process inputs to the manufacturing of Rubb shelters are proprietary to the company. Existing Rubb shelters at the WSS facility are fitted with a single lift point (kit) that requires material handling equipment with trained handlers to successfully and safely execute asset moves and lifts without damaging the shelter. Due to the design elements of Rubb shelters, they are able to withstand winds up to 100 mph experienced in the environment at Barstow. Attempting to introduce a different product would require retooling MHE and retraining personnel, which would present unacceptable risk to cost, schedule, assets, and lead to duplicative, inefficient storage/retrieval procedures.

By procuring Rubb shelters, the Government is able to leverage additional efficiencies in materials such as standard repair parts, and processes for training, handling, and maintenance of the assets.

As discussed previously, the makeup and production process of materials for Rubb shelters are protected and proprietary to the manufacturer. There are no manufacturer authorized resellers or distributors of these supplies. Rubb materials and products are designed and manufactured in-house according to the required specifications, and are only available through the manufacturer. No other manufacturer’s product can provide the required features or compatibility with the existing resources.

These are “direct replacements” parts/components for existing equipment.
