Statement of Work
Commander Naval Surface Atlantic Deployed Naval Forces Training Detachment
1. Background
Commander Naval Surface Atlantic Deployed Naval Forces Training Detachment request to use a single indoor range three days a month for 12 months in order to support monthly command weapons qualifications and familiarization training on the Beretta M9, M16/M4, M500 Mossberg shotgun, and
M240 weapons systems. All courses of fire will be conducted IAW OPNAV 3591.1F Small Arms
Marksmanship Manual. The shooters will be required to qualify in all weapons shooting all courses of fire per weapon in accordance with OPNAV 3591.1F. They are required to shoot normal light low light, and individual movement down range with firearms. CNSL FDNF Training Detachment will provide all RSO instructors, line coaches, and emergency medical personnel IAW OPNAN 3591.1F. In order to reduce the possibility of cross contamination and spread of COVID-19 during training, each firing line completes the full weapons course of fire in one session. After each line is complete, all weapons and magazines are disinfected. Each firing line is assigned a time slot to report to the range which prevents all shooters from being at the range simultaneously. As a result of time constraints, limited indoor range availability, and inability to shoot the M240 at Rodriguez Range, CNSL FDNF requires the use of a single indoor range facility that can support six (6) hours of continuous range time and a classroom to keep the next line of shooter in one isolated location. Due to travel restrictions in the transportation of personnel, ammo, and weapons; the range must have sufficient parking for 25 of vehicles be located within 20 miles of from
JEB Little Creek – Fort Story.
2. Purpose
The purpose of this one-time procurement is to provide Commander Naval Surface Atlantic
Deployed Naval Forces Training Detachment with an indoor firing range capable of conducting familiarization training on the Berretta M9, M16/M4, M500 Mossberg shotgun, and M240 weapons systems.
3. Scope
CNSL FDNF Training Detachment will provide all RSO instructors, line coaches, and emergency medical personnel IAW OPNAN 3591.1F. The Contractor shall provide an indoor firing range, classroom, as well as personnel capable of completing the following functions in accordance to specifications:
1) Firing Range that meets the following requirements:
(a) Eight (8) lanes for six (6) continuous hours between the hours of 0800-1600.
(b) Capable of small arms fire single firing to include A363 9mm ball ammunition, AA40 A059 5.56mm “Green Tip” frangible ammunition, A011 12 gauge “00” buck shot, and A143 7.62mm linked ball ammunition for M240 for crew serve weapons fire.
(c) Allow for shooting in normal light, low light, and individual movement.
(d) Provide barricades for use of movement beyond the firing line.
2) Classroom:
(a) Able to comfortably seat thirty (30) people comfortably
3) Staff:
(a) After all courses of fire the shooters will clean up all brass and place in the provided containers. Gun range staff will dispose of all brass and trash at the end of each day.
4. Period and Place of Performance
The period of performance shall be six (6) continuous hours for (3) days (Monday – Friday) per month for twelve consecutive (12) months from 1 May 2021 and ending 31 April 2022. The location of performance shall be at the Contractor’s facility located within 20 miles of JEB Fort Story Little Creek
Base and parking available for 25 vehicles. The Contractor shall comply with the schedule provided below as well as a work plan determined and agreed to by the contractor and CNSL FDNF. The contractor MUST be flexible in the training schedule, requirements and training dates in order to meet short notice deployment dates. The contractor require a one (1) week notification of services requested.

5. GPC TRANSACTIONS
If an order is less than $2,500.00 and a task order will not be issued, the contractor shall honor the contract prices set herein for a Government Purchase Card transaction.
6. THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE
STATEMENT OF WORK
NAVSUP FLCN may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the
AbilityOne Program support contractor personnel during the course of its contract performance.
The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the
Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program
(AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the
Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the
AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLCN contract.
6. AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with
Contractor personnel during the performance of this contract shall constitute a change under the
"Changes" clause of this contract.
(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
