Description of the supplies or services required, the estimated price/cost, and required delivery date.
This is a follow-on effort to continue the National Defense University (NDU) Library’s Annual License for IBISWorld, a subscription service to online industry and market related content. IBISWorld is considered by NDU faculty and administrators to be essential content to support the curriculum and mission of the National Defense University.
Estimated cost: Base Year - $29,880. Total estimated cost of contract is: $155,465.82 (base plus four option years).
Delivery date: 31 March 2021. The current license term ends 30 March, 2021. If the contract is delayed and the new license is not in place by 31 March 2021, NDU will lose access to this critical resource in the middle of the academic year, adversely impacting the mission.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
IBISWorld, Inc. is the only known provider of the IBISWorld online database service. IBISWorld is the only known source of IBISWorld Industry Research Reports, providing searchable access to comprehensive data and information on U.S. and international industries, including all U.S. industries and specialized industries, as well as industries in China and the United Kingdom, both countries heavily studied at NDU. Because of the high quality proprietary content, and the comprehensive coverage available, IBISWorld content has been selected by NDU faculty as required reading material to support research and writing at the university.
IBISWorld is the only known source for IBISWorld Industry Research Reports, which provide both summarized and in-depth information and analysis on industries and markets, including market conditions and characteristics, major companies and competitors, current and historical performance, and forecast analysis, in a format that allows users to combine visual learning aids and graphics with text-based reports, typically consisting of 30-40 pages of analysis and information. Reports are searchable via keyword and/or industry-standard NAICS Codes and users are able to download visual reports displaying key statistics in graphical format or entire PDF reports outlining the full IBISWorld analysis on the industry. The analysis and reports provided by IBISWorld, including reports on every major U.S. industry (representing over 700 reports), including specialized U.S. industries, approximately 200 industry reports covering industries in China, approximately 200 industry reports on industries in the United Kingdom, and an additional 75 reports covering global industries with special emphasis on industries performing in Europe, the Middle East, and Africa, are considered by NDU faculty and administrators to be essential content to support the curriculum and mission of the National Defense University.
Unlike other business and industry content providers who rely on secondary sources and aggregate content published elsewhere, IBISWorld provides original published desk research with comprehensive analysis of industries, including the Porter’s Five Forces method of analysis studied at National Defense University.
As part of their academic program, students at the National Defense University must complete in-depth studies of U.S. and non-U.S. industries, with a specific understanding of market forces, supply chain dynamics, and forecast conditions, and must be prepared to search for, locate, analyze, and report on industry information for U.S. and non-U.S. industries, using the Porter’s Five Forces Analysis framework to examine and understand industry threats and the relative positions of suppliers and customers. As a well-established source of industry analysis, IBISWorld is the only known source that provides the breadth and depth of coverage required, including Porter’s Five Forces Analysis. IBISWorld is the only known source that provides the level of reporting and analysis required on global industries, particularly those operating in China and the United Kingdom, which are especially required for the studies of the National Defense University. The materials provided by IBISWorld are of high interest to the Department of Defense and the National Defense University and the availability of IBISWorld provides the National
Defense University with a trusted and reliable source of robust and high-level information sufficient to meet the needs and requirements of the faculty, staff, and students and of the curriculum.
☐ A patent, copyright or proprietary data limits competition.
☐ These are "direct replacement" parts/components for existing equipment.
Other information to support a sole source action:
Market research was conducted on the Internet, trade publications were accessed, discussions took place with subject matter experts (NDU faculty), and potential providers were contacted.
Companies that offer products that might be considered comparable are Mergent, Marketline Advantage, EMIS Emerging Markets, and Hoover’s Company Profiles. However, each of these products has a specific focus area and is not as comprehensive overall in offering searchable industry reports on U.S. and non-U.S. industries. Mergent has a focus area on company profiles and only provides industry analysis on 25 broad industries across 3 geographic areas; Hoover’s focuses on company profiles and offers a collection of industry profiles which include financial, regional, and operations information, but which do not provide the Porter’s Five Forces Analysis framework; Marketline Advantage focuses on company profiles and geography profiles, and does include a five forces analysis framework similar to the Porter’s Five Forces Analysis framework studied at NDU; however, Marketline Advantage does not offer the breadth required for the NDU environment, with approximately 245 U.S. industries available versus over 700 U.S. industries available in IBISWorld. Marketline Advantage does not allow NAICS-based searching across industries; EMIS is focused on emerging market countries and does not include content for the developed world.
Accordingly, it was determined that there are no other vendors reasonably available, that can provide National Defense University with the required breadth and depth of searchable and downloadable industry reports and analysis on U.S., global, Chinese, and United Kingdom industries needed to meet curriculum and mission requirements, while providing NDU with the required areas of analysis/studies. IBISWorld is the only online vendor that provides robust industry reports while explicitly including the Porter’s Five Forces Analysis framework and featuring the required breadth of industry coverage appropriate for, and prescribed by, the NDU environment (national and international coverage areas, and database entries from primary sources).
