About this file
This document is a Scope of Services (Attachment A) for Request for Quotation (RFQ) #24-25-71 from the City of Santa Clara's Parks & Recreation Department, seeking a foot traffic data and analytics software solution. The software will utilize anonymized mobile cellphone location data to collect and analyze foot traffic information for city-defined geographic areas, with capabilities including geofencing specific locations like parks and amenities. The contractor will provide a dynamic reporting platform for up to five system users, with real-time and historical data spanning a minimum four-year period, enabling insights for master planning, service optimization, park rehabilitation, event advertising, and benchmarking.
The software solution will offer comprehensive data collection capabilities, including visit trends (total visitors, return visit frequency, visit volumes, dwell time), consumer insights (demographics, customer journey), and proximity insights. The contract requires the contractor to host, maintain, and regularly update the software platform, provide initial and ongoing training for users, and ensure robust data security compliant with industry standards and privacy regulations. The reporting features will support multiple strategic objectives, such as informing service provision, creating partnerships, identifying park differences, and determining areas requiring deeper study through surveys.
