About this file
This is a proposal and specification document for a Maintenance & Operations Project issued by the Texas Department of Transportation (TxDOT) for pavement markings and raised pavement markers on various highways in Tarrant County, Texas. The project, identified as Control 0902-90-394 Project F 2026(736), consists of retroreflectorized pavement markings, prefabricated pavement markings, raised pavement markers, and elimination of existing pavement markings on sections of highway within the Fort Worth District. The scope of work includes items such as mobilization, barricades and traffic handling, portable changeable message signs, truck-mounted attenuators, various types of reflective pavement markings in multiple colors and sizes (ranging from 6 inches to 24 inches in width), prefabricated markings with arrows and words, reflective pavement markers, and surface preparation for markings. Quantities are extensive, with linear footage quantities in the millions across multiple marking types. The project must be completed in 320 working days. A proposal guaranty of $100,000 is required, which may be submitted as a cashier's check, teller's check, bank money order, or bid bond. Bidders must submit satisfactory audited financial statements and experience questionnaires at least ten days prior to the letting date. Working hours are restricted to 9:00 AM to 4:00 PM Monday through Friday for two-lane conventional roadways, and 8:00 PM to 5:00 AM Sunday through Thursday for all other work. Specific holiday and event-related lane closure restrictions apply, with no work permitted within one mile of major retail traffic generators from Thanksgiving through January 2. Nighttime work requires off-duty uniformed police officers with full police powers.
Pricing is submitted on a unit-price basis for each item listed in the proposal, with bidders required to complete bid prices in either computer printout or handwritten format. The project is a Federal-Aid Construction Contract subject to Davis-Bacon wage requirements, with all laborers and mechanics to be paid prevailing wage rates as determined by the Secretary of Labor. A Disadvantaged Business Enterprise (DBE) goal of 0% has been established for this project. The contract includes numerous federal requirements including E-Verify certification, nondiscrimination provisions, and compliance with the Americans with Disabilities Act. Contractors must comply with prevailing wage determinations, submit weekly certified payrolls, and maintain comprehensive records for three years following contract completion. The project is funded through federal aid sources under the Texas Department of Transportation. Notarized Buy America Certification Forms are required for all items classified as construction materials. Contractors awarded multiple contracts must demonstrate capability to execute all contracts concurrently. Personnel must be experienced in the items of work, and safety vests and hard hats must be worn at all times in the work area.

These enhancements will be mutually agreed upon by the Engineer and the Contractor’s responsible person based on weekly (or more frequent) traffic management reviews on the project. The Engineer may choose to use existing bid items if it does not slow the implementation of enhancement.
Existing signs are to remain as long as they do not interfere with construction and they do not conflict with the traffic control plan.
Project Number: F ( ) Sheet E
General Notes Sheet E
