REPAVING PARKING LOTS REVISION 0
SECTION 011000
SUMMARY OF WORK
1.1 Scope
The Contractor must provide all material, labor, tools, plant, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to repave the parking lots at Queens Mail Processing Facility (MPF including all incidental work described in the contract documents.
1.2 The scope of work includes, but is not limited to the following. This summary is provided for information only. The complete scope of work is that illustrated on the drawings and specifications.
Architectural
1. All demolition work required, including all excavation work for installation of new guard booth pipe bollards, trenching, etc. provide all new compacted fill. Refer to contract drawings for demolition work.
2. Place new concrete pad with new steel curb guards around concrete pad for new guard booth including providing new footings extend up to bottom of bituminous paving wearing surface for providing new pipe bollards at each corner of pad to protect guard booth.
3. Install new prefabricated guard booth with all utilities including lighting, power, air conditioning, heating and all necessary trenching work required for power.
4. Install new highway galvanized guard rails at area of new guard booth and at fencing where indicated in contract drawings.
5. Install new chain link security fencing. Refer to contract drawings for extent of new and replacement fencing including posts and fence framing.
6. Install new automatic operated sliding aluminum framed gate with all galvanized posts and required over-track and under-ground vehicle detector loop system for automatic opening and closing of sliding gate. Refer to contract documents.
7. Install 8” diameter pipe bollards where required including four (4) pipe bollards, two (2) each side of sliding gate opening and two (2) each side of motored sliding gate assembly. Refer to details in contract drawings. All bollards shall be concrete filled.
8. Install any new concrete curbing with steel curb guards at new sliding gate and where required as indicated on the drawings (allow 35’-0” of new curbing).
9. Install all new traffic signage. Refer to contract drawings including signage at guard booth mounted on chain link fencing as noted on contract documents.
10. Reroute and reinstall light pole standard reroute underground conduits and wiring to new location.
11. Provide concrete light pole base to match existing, which shall be engineered by contractor and meet all applicable codes and USPS Standards.
12. Excavate existing sinking paving with pot holes and replace with new heavy duty bituminous paving with concrete base. Refer to contract drawings and documents.
13. Extend existing curb cut, refer to contract drawings.
14. Obtain all required filing to obtain permits from local authorities for new curb cuts.
Civil
1) To avoid breaking the existing Underground utilities at the parking lots, Utility survey is required at the Work Areas as indicated on the drawings (Parking Lots and Driveways):
a. Contractor shall furnish all labor, materials, and equipment as required to confirm location and delineating existing underground storm. Refer to Civil Drawings.
b. Contractor shall comply with the applicable requirements of standards for electronic locating equipment and all other applicable federal, state and local requirements.
c. The contractor shall utilize the services of a recognized “National Utility Locating
Contractors Association” member firm to perform the utility locating survey as per CI/ASCE

38-02 for designation quality level B. Information obtained through the application of appropriate surface geophysical methods to determine the existing and approximate horizontal position of subsurface utility. Submit CAD drawings to show accurate location of existing subsurface utilities.
d. The Contractor shall utilize “Ground Penetrating Radar”, “Radio Signal” or Ultr-sonic” type equipment to locate all underground utilities.
e. The Contractor shall utilize CFC and lead free, VOC compliant, temporary type marking paint for delineating utilities’ location on bituminous concrete pavement, asphalt pavement, concrete sidewalk, and on grass and cedar mulch only. The temporary marking paint shall be as manufactured by Steon Identification Products or approved equal.
f. Before commencing any construction activities, exclusive of clearing and grubbing, the Contractor shall locate and delineate all existing utilities on the pavement.
g. Utility Surveying Firms Soft Dig Underground Services, Tel 1.800.545.1531 Utility Service Corporation, Tel 1.888.825-9283 Other surveying companies may be substituted subject to approval from the engineer.
2) Cut existing asphalt pavement as indicated in contract drawings.
3) Perform asphalt removal, aggregate base repair, subgrade repair, and erosion and sedimentation control as indicated in contract drawings and specifications.
4) Remove wheelstops and existing fencing as indicated on the contract drawings.
5) Excavate all ponding areas and reconstruct as indicated on the contract drawing and details.
6) Construct new asphalt pavement as indicated in contract drawings, details and specifications.
7) Install new fencing, gates, and inductive vehicle loop detectors as indicated on the contract drawings.
8) Trench Drains:
a. Replace broken or missing Lid frame, covers, anchorage and accessories.
b. At damaged and corroded trench drain covers (refer to civil plans for number of sections/sizes): Cut out all damaged concrete along the entire existing trench drain top and side walls including scraping or breaking off all loose materials and patch with an acrylic fortified patching cement suitable for heavy wheel traffic, troweled to a smooth finish.
c. Remove all existing trench drain covers and cut out all damaged and corroded frames along each side of the trench drains then replace existing, with new gray cast iron trench drain framing to match existing size and profile set into new concrete at anchorage points.
9) Install asphalt marking as indicated on the contract drawings.
10) Install new interior new fencing, gates/motorized sliding gate, and inductive vehicle loop detectors as indicated on the contract drawings.
11) Install and locate new wheelstops as indicated on the contract drawings.
Electrical
1. Contractor shall furnish and install traffic loops as noted on the drawings to facilitate exit gate automatic operation as indicated on the drawings
2. Contractor shall remove existing guard booth but shall retain existing power feeder and re-route to new gate controller.
3. Contractor shall furnish and install 480 VAC three phase feeder and new ‘Power Center’ as indicated on the Drawings for truck block heater power source.
4. Contractor shall provide and install complete electrical fit-up to new guard booth as shown on the drawings.
5. Contractor shall demolish light fixture in ‘Union Parking Lot’ and remove five existing light fixtures and replace with new LED Fixtures as indicated on the drawings.
6. Contractor shall remove and store existing electrical service for truck training trailer and re-connect service to re-located trailer.
A. All work shall be in accordance with applicable codes and local regulations that may apply. In case of conflict in or between the Contract Documents and a governing code or ordinance, the more stringent standard shall apply.

B. In accordance with Provision 1-1 Supplier Screening Requirements and Clause F-102 Contracting Screening Requirements, the Contractor and all subcontractors must comply with specific security requirements. The Contractor must meet the requirements, complete and sign the form, and submit to the Contracting Officer before commencing on-site work.
1.3 Miscellaneous Contract Expenses
A. In accordance with Clause B-47, Permits and Responsibilities and Clause B-49, Building Codes, Fees and Charges, the Contractor must include in its price proposal all additional fees and permits including additional bonds as required by State and Local Authorities.
1.4 Special Project Requirements
A. Phasing and Coordination: The Contractor shall phase and coordinate his work with the USPS to minimize the disruption to the facility’s normal operation.
B. The Contractor shall submit for approval to the COR a detailed schedule and operational phasing plan showing the sequence of phasing and operations prior to commencement of any work at the site. Any changes to this operational plan must be approved by the USPS COR and A/E.
C. The Contractor shall review schedule with USPS project C.O.R. (Contracting Officer Representative) prior to start of work. The General Contractor shall coordinate all construction work as indicated on the contract drawings.
D. The Contractor’s attention is especially called to the fact that continuous operation of this facility is mandatory. If the facility is to be left without heat, hot water, city water, cooling, electricity, gas, sanitary facilities or any other services for more than a 4-hour period, the Contractor shall submit a letter and obtain written approval from the Contracting Officer before proceeding. If the Contractor wants provide a temporary means of supplying said services, the Contractor shall supply all labor, materials or whatever may be required at no extra cost to the USPS and in accordance with all Federal, State and local regulations on health and safety. Shutdown of any service regardless of duration must be approved in writing and scheduled with USPS one week prior to shut down ONLY on Sundays and again 48 hours prior to shutdown.
E. The General Contractor shall verify all dimensions and conditions at work area in the existing Facility, new construction items and equipment prior to starting any fabrications and installations. In addition, Contractor shall confirm actual dimensions for new equipment with Approved Vendor shop drawings, prior to starting any fabrication. Any removal/re-installation, re-fabrication or modifications resulting from the Contractor’s failure to properly confirm these dimensions shall be the Contractor’s responsibility, at no extra cost to the USPS or additional schedule duration.
F. Contactor will be provided with access to work areas. This access will to be exclusive and will be limited to space actually required for the work of this Scope. Coordinate with Facility for location of temporary area for contractor’s material staging and/or storage. Also, Contractor may use to some extent for staging inside temporary partition around work area.
G. Contractor shall be responsible for all testing and inspection required by code, contract or local jurisdictions. Contractor will make all required notifications and coordinate as required. Contractor shall provide a list of all such inspections, tests and notifications, keep USPS informed on status.
H. Contractor is responsible for all rigging and hoisting required including obtaining all required permits for the execution of this work.
I. Contractor is responsible for protection of finished all work as required.
J. Contractor shall be responsible for clean up and disposal of all debris and waste materials on daily basis.
K. Contractor is responsible for daily cleanup and removal, to contractor’s dumpster of all trash and debris resulting from Contractor’s operations or the operations any contractors utilized by the Contractor.
L. Any odor generated from cleaning agents that cause discomfort to the postal employees. The USPS has the right to ask the contactor to replace the cleaning agents with odorless/less odor cleaning agents that do not cause discomfort and acceptable to USPS at no cost to USPS.
M. Contractor to obtain all required permit to utilize dumpster(s) outside Queens Facility in case facility could not provide space for contractor’s dumpsters within the facility.

N. Contractor is acknowledged that this Work may or may not be performed with a single mobilization or follow continuous sequential operation and further agrees to follow the project schedule.
O. Contractor acknowledges that coordination is a part of this contract and will coordinate his installation and the details of his work with the postal service operations.
P. Unless otherwise indicated or approved by the COR or the A/E, provide temporary barricades around construction areas.
Q. All building systems must be on line at all times, provide all necessary temporary work as required to keep systems in operation.
R. Any noted interferences and/or discrepancies between drawings and field conditions must be made in writing to the Postal Engineer of Record. Contractor shall make submittals and coordinate construction schedule with the Postal Engineer of Record.
S. If the Contractor could not deliver a particular of project as per approved original schedule due to delay of any part of equipment, the project will extend to the length of delay at no cost to USPS.
V. All materials used for the construction of this project, whether building materials or appurtenance, shall be non-asbestos containing materials.
