The associated North American Industry Classification System (NAICS) Code for this procurement is 812930, with a small business size standard of $41,500,000.00.

Description:

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Special Agent in Charge (SAC) Los Angeles has a requirement to lease parking spaces in accordance with Attachment A – SOW.

See Attachment A – SOW for detailed requirements.

Location:

The parking spaces shall be located within a one (1)-block radius of the Glenn Anderson Federal Building, 501 W. Ocean Blvd, Long Beach, CA 90802.

Period of Performance (POP):

Base Period: March 15, 2021 – March 14, 2022 Option Period 1: March 15, 2022 – March 14, 2023 Option Period 2: March 15, 2023 – March 14, 2024

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price. Basis for Award:

The Government will make a single award to the responsible contractor on the basis of lowest price technically acceptable (LPTA). The Government will evaluate the lowest priced quote and if acceptable, evaluations will cease, and award will be made. The Government reserves the right not to make award.

To be considered for award each prospective contractor must submit their quote based on Attachment A – SOW and the CLIN structure provided in Attachment B – CLIN Pricing Structure. Each company is required to enter the total price quoted for 179 spaces per month, and extend the monthly price to show the annual quoted amount for all 179 parking spaces. Example:

The monthly price for one space is $125.00 per month times 179 spaces equal $22,375.00 per month. The per month price ($22,375.00) for 179 spaces is then extended to show the annual price ($22,375.00 x 12 months equals $268,500.00 annually). This should be done for the base period and two option periods. Subsequently, all annual prices for the base and two option periods is totaled to show the total amount quoted.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option periods possible under 52.217-8 (maximum of six months), Options to Extend Services, the Government will evaluate the option to extend services by adding six months of the offeror’s final option period price to the offeror’s total price. This amount will be the total evaluated price. The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation and as proposed in the technical submission. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award. If, at the end of the contract’s/order’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the preceding performance period.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

FAR 52.212-1 Instructions to Offerors – Commercial Items (JUN 2020) Offerors shall submit quotations in accordance with FAR 52.212-1, Instructions to Offerors- Commercial Items as well as in accordance with the volumes listed below in order to be considered for award.
