Section I: Background

Document Number: 05GA0A19Q0019 Page 5 of 41

GAO is an independent agency that functions as the investigative arm of the United States Congress. As part of its investigatory func-tion and at the request of the US Congress, GAO analyzes and evaluates executive branch agency programs. To fulfill its investigat-ory function, GAO has a continuous requirement to maintain a record of their communications to the members and staff of the US Congress. Secondly, GAO has a requirement to maintain an accurate record of the executive branch agencies at which it conducts in-vestigations and analyses.

To maintain accurate records of congressional client contacts and executive branch agency names and their executives, GAO requires continuous, real-time knowledge of executive branch agency names and the names, positions, addresses, phone numbers, emails, and other information related to the members of Congress, congressional committees, and the associated staffs of those entities. GAO uses agency-built, internal, automated systems – a main data repository that feeds data to other client systems – to collect, maintain, index, and distribute the records of executive branch and congressional information. The client automated systems pull a feed of current, real-time information from the repository system; the information needed includes, but is Not limited to the names, positions, ad-dresses, phone numbers, emails, and other data related to the members of Congress, congressional committees, congressional offices, and the associated staffs of those entities, as well as the names of US federal agencies and their key personnel.

Section II: Objectives

GAO intends to purchase a data feed of congressional members, congressional personnel information, US federal agency names, US federal agency heads, and the associated metadata to populate the GAO-built repository and subsequent automated systems. These systems support maintenance of GAO’s records of numerous business transactions, including but not limited to: contacts and commu-nications between GAO personnel and members and staff of the US Congress; the tracking and monitoring of ongoing audit work; the storage of information about published GAO products; and the tracking of internal and external performance metrics.

Section III: Scope

GAO expects the needed data feed can be provided by commercial entities. GAO expects the commercial entities to provide a data feed with real-time updates as congressional members and personnel change position or title or as any other data associated with the particular person, position, committee, staff member or congressional member changes. GAO also expects real-time updates to any changes in U.S. federal agency names, U.S. agency executive personnel, and agency structure. We anticipate the market having sever-al solutions and methods to fulfill the agency’s need.

Section IV: Tasks

GAO expects the data feed to meet the following requirements below. Any proposal that does not meet all the requirements is unac-ceptable.

The data feed will include the information below about Congressional entities and staff, and US federal agencies and their executives.

Information provided will be in two compilations:

1. Historical information for the past 10 years provided at the beginning of the contract year as a batch download, and;

2. An ongoing, current information feed to be provided daily.

For both compilations of data above, the data elements included in the Technical Description and Requirements must be included in both the historical and present-day compilations of data. Also, a data dictionary must accompany each set of data provided.

In addition to the information above, the vendor shall provide data elements and data compilations that:

• Are compatible with GAO-built systems with so reformatting on the part of the agency or vendor is strictly limited. In-formation in Section V of this document describes how this information should be structured for receipt into GAO’s data repository.

• Are updated within 24 hours of verified changes in the personnel information of the members of Congress, the member staffs, congressional committees, committee staffs; and US federal agency names, structure, and top personnel.

• For each contract year, the vendor will provide quarterly performance reports about the vendor’s data accuracy. Details are provided in Section V.

Section V:Technical Description and Requirements

A. GAO Systems As noted, GAO’s data repository supplies information to numerous internal GAO systems, supporting a variety of GAO’s audit work and business processes. It also supplies information to applications that serve those located external to the agency.

GAO requires that upon receipt of the data GAO is allowed unlimited use of the data in its systems and products, including but not limited to manipulation, modification, merging, transformation, sharing, and publishing for the agency’s audit work and business needs.

• The proposals submitted will be evaluated in reverse order of price, with the lowest priced proposal being eval-

• If the first proposal is reviewed and deemed acceptable, the contract award will be made to the corres-ponding offeror.

• If the first proposal is deemed unacceptable, review will continue to the second lowest priced proposal, to see if it is acceptable.

• After review, if the second proposal is deemed acceptable, the contract award will be made to the corres-ponding offeror.

• If the second lowest priced proposal is deemed unacceptable, the process will continue until a proposal is deemed acceptable.
