MEMORANDUM

Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION

Ref: (a) 0516-04 � Circuit Cards Package

1. It is recommended that other than full and open competition be used to acquire reference (a) for a quantity of thirteen (13) circuit cards, part number TE-RB001-00-PM, manufactured by IXI Technology. The total estimated cost is with delivery required 16 weeks after receipt of order. The requested hardware represents the minimum requirements of the government.

2. The required circuit cards supports the suite developed by . These cards provide the essential functionality for interoperability testing and development of the . These circuit cards from IXI Technology are Peripheral Component Interconnect Express (PCIe). Failure to procure these circuit cards will result in the end user�s inability to provide interoperability testing for the fleet.

These circuit cards must be compatible (form, fit, and function) with the existing system infrastructure. It is estimated that to duplicate this effort would cost the Government at least in total labor and lost revenue. The labor estimate is based on the fully loaded hourly labor rate for two

(2) Engineers dedicated full time over several months direct productive person hours). Activities would include time investigating other circuit cards and system testing and training. This additional time and duplication of cost could not be recovered through full and open competition.

3. Market research was performed through internet searches and obtaining a market research quote. This market research has confirmed that IXI Technology is the proprietor of the licenses with no resellers under the National Aeronautics and Space Administration Solutions for Enterprise Wide Procurement contract vehicles or under the General Services Administration Federal Supply Schedules. No other manufacturer�s product will meet the Government�s minimum requirements.
