High Fidelity Maritime Traffic Generation and Testing Scenario Control Continued Support Statement of Work (SOW)
1.0 BACKGROUND
Naval Surface Warfare Center Dahlgren Division (NSWCDD), Missile Systems Integration and Weapons Effect Division (H30), Missile Systems Engineering and Integration Branch (H33) is tasked to support Naval Surface Warfare Center Carderock Division (NSWCCD) and the Naval Autonomous Systems Test Capability (N-ASTC) program. Tasks include virtual intelligent behavioral model development leveraging simulation as a means of testing autonomy solutions with minimal schedule impacts. This requirement will support emerging N-ASTC Virtual Maritime Autonomy Test Environment (VMATE) requirements for development, testing, and certification of autonomous naval vessel modeling and simulation capabilities.
2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS
The Contractor shall provide modeling, developing, testing and integration support in the VMATE. The Contractor shall develop code and algorithms to implement system functions for N-ASTC program software, develop graphical user interfaces to allow specification of model scenario files, and integrate systems services into the larger N-ASTC software execution framework.
3.1 Design and Review
The Contractor shall participate in related VMATE design and review meetings providing status and feedback at these events. The Contractor shall provide reports, at the Governments request, that includes modeling & analysis data, recommendations, and best practices supporting VMATE development and sustainment. (CDRL A001)
3.2 Model Development
The Contractor shall develop system engineering Innoslate models via Government cloud documenting the conceptual and functional design of the traffic manager, and associated data files.
3.3 Traffic Manager Framework
The Contractor shall develop code to implement the traffic manager framework in the following areas:
· Behavior server
· Dynamics server
· Configuration file load/save module
· Non-reactive traffic elements module
· Intelligent and reactive behaviors module
· Testing scenario coordination framework module
| 3.3.1 | The Contractor shall develop a graphical user interface to allow specification of the scenario files within VMATE. |
| 3.3.2 | The Contractor shall integrate the traffic server into the VMATE execution framework. |
| 3.3.3 | The Contractor shall enhance capabilities of the VMATE execution framework. |
| 3.3.4 | The Contractor shall provide support and deliverables integrated and compatible with existing N-ASTC software, hardware, and data systems including Government managed systems engineering architecture and models. The Contractor shall leverage the existing software licenses they own for development and support. |

The work performed under this contract is unclassified.
5.0 TRAVEL
No travel is required for this effort.
6.0 PERIOD OF PERFORMANCE
The period of performance shall be 4 months after date of award.
