I. AGENCY IDENTITY AND CONTRACTING ACTIVITY
The United States Department of Energy/National Nuclear Security Administration’s (DOE/NNSA) Y-12 Acquisition & Project Management Office (APMO) plans to extend Task Order (TO) No. DE-DT0012586 under GSA Schedule GS-00F- 0004U, which was awarded to Vector Resources, Inc. (Vector) for continued technical and administrative support services by using an authority for limited sources. The contracting activity is the NNSA Non-M&O Contracting Operations Division (NA-APM- 125).
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
Y-12 APMO (formerly Uranium Processing Office (UPO)) plans to extend Vector’s contract to continue performance to provide technical and administrative support for the Uranium Processing Facility (UPF) in the areas of project design, project controls, construction, engineering, security, quality assurance, conduct of operations, nuclear safety and security, business/human capital management, and contract management to support Y-12 APMO and other NNSA project offices as needed with services to support office and technical requirements necessary for the successful accomplishment of program responsibilities in accomplishing their mission. As detailed below, an extension is needed for an anticipated six months starting July 15, 2022 through January 14, 2023.

The total anticipated value of this contract extension is approximately $5,000,000.
III. DESCRIPTION OF SUPPLIES AND/OR SERVICES
The mission of Y-12 APMO is to direct, administer and oversee the design, construction, testing/commissioning and start-up of construction projects supporting the Y-12 National Security Complex at Oak Ridge, Tennessee. Operating as a matrix organization, the Office also has functional support leads and related support staff, GSA NO. GS-00F-0004U TASK ORDER NO. DE-DT0012586 Page 2 which is a group comprised of both civil servants as well as support contractors providing oversight of APMO’s project portfolio. To assist in this oversight, Y-12 APMO has a required need for technical and administrative support services to provide oversight and monitoring of its Y-12 construction project portfolio. These support services include, but are not limited to safeguards and security, quality assurance, assessments on the construction contractor and project controls. Y-12 APMO is required to comply with DOE Order 413.3B which requires that design, construction, environmental, sustainability, safety, security, health and quality efforts performed comply with contract, public law, and regulation. A gap in these support services will prevent Y-12 APMO from meeting the requirements of DOE 413.3B and may require work stoppage on all Y-12 APMO projects. This would cause impacts to subsequent M&O subcontracts which would drive down the performance.
IV. LIMITED SOURCES AUTHORITY
The statutory authority permitting limiting sources as implemented by the Federal Acquisition Regulation (FAR) is Subpart 8.405-6(a)(1)(A) which allows the agency to limit sources on a proposed order or BPA exceeding the micro-purchase threshold where “[a]n urgent and compelling need exists and following the procedures [in FAR 8.405-2 or 8.405-3] would result in unacceptable delays.”
V. APPLICATION OF LIMITED SOURCES AUTHORITY
The scope of this action is to extend Vector’s technical and administrative support services by an additional six months starting July 15, 2022 through January 14, 2023. Vector was awarded the Technical and Administrative Support Services TO No.
DE-DT0012586 under GSA Schedule No. GS-00F-0004U on December 7, 2016. In anticipation of the contract expiration on January 14, 2022, NNSA issued a competitive small business set-aside solicitation under Request for Quote (RFQ) No.
89233122QNA000226 on November 18, 2021 pursuant to the Technical, Engineering and Programmatic Support Services (TEPS) II Blanket Purchase Agreement (BPA).
NNSA anticipated that the source evaluation process for RFQ No.
89233122QNA000226 would extend beyond the January 14, 2022 expiration of TO No.
DE-DT0012586 and therefore exercised the six-month option under TO No. DE- DT0012586, extending the expiration of this contract to July 14, 2022.
Due to unforeseen circumstances, the source selection process for RFQ No.
89233122QNA000226 is not yet complete. Quotations were received in response to the RFQ and the source selection process proceeded forward on schedule. However, this acquisition resulted in an increase of effort that required additional time in the acquisition schedule. Due to this, NNSA Y-12 APMO has been delayed in making an award under RFQ No. 89233122QNA000226. NNSA intends to make an award by July 14, 2022, however, the solicitation allows a 30-day transition period before performance starts on the new contract. Because of this transition period, the awardee’s
GSA NO. GS-00F-0004U TASK ORDER NO. DE-DT0012586 Page 3 performance cannot begin under RFQ No. 89233122QNA000226 before the expiration of TO No. DE-DT0012586. Therefore, a further extension of TO No. DE-DT0012586 is necessary to ensure the continuity of services. A six-month extension period is required for the Government to complete the award processes in response to the RFQ and allows the full 30-day transition period.
Without this continuity of services, Y-12 APMO’s mission cannot be performed without serious risk of injury and significant impacts to its ongoing construction projects.
Y-12 APMO construction projects are in various stages of CD-1 to CD-2/3 phases. A break in support services will cause delays in providing sufficient design, technical, safety, health and quality, etc. reviews and oversight. This could result in impacts to the M&O’s construction contractor’s critical path, rework, future discovery of patent defects, safety breaches, etc. which increases the risk to the federal government in meeting its mission. Based on these circumstances, Y-12 APMO has an urgent and compelling need to extend TO No. DE-DT0012586 by six additional months.
VI. EFFORTS TO IDENTIFY ADDITIONAL SOURCES
Due to the urgent and compelling need for the contract extension, NNSA does not intend to solicit additional sources.
VII. DETERMINATION OF REASONABLENESS OF COST OR PRICE
The Contracting Officer (CO) has determined after considering the level of effort and the mix of skills available for the tasks needed, that the proposed action represents a reasonable total price and will be the best value for the Department consistent with FAR 8.404(d).” The CO also determined that the estimated price of the contract extension is in line with the current contract prices which were competitively awarded.
VIII. MARKET RESEARCH
Due to the recent solicitation under RFQ No. 89233122QNA000226 for the Technical and Administrative Support Services Task Order, no additional market research is conducted at this time. This action is to extend Vector’s contract for an anticipated six months to allow the Government additional time to complete the award processes in response to the RFQ for the competitive follow-on requirement.

XI. STEPS TO FOSTER COMPETITION
As discussed under paragraph V, a competitive solicitation under RFQ No.
89233122QNA000226 was issued on November 18, 2021. The anticipated six month extension is to avoid a gap in service until the Government makes an award for the follow-on requirement.
