1. Agency and Contracting Activity.
The U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management (OAQ), proposes to enter into a contract on behalf of Homeland Security Investigations (HSI), Special Agent in Charge (SAC) San Diego on a basis of other than full and open competition.
2. Nature and/or description of the item/service being procured and anticipated cost.
(a) Type of action: Firm fixed price purchase order
(b) Amount the current J&A is justifying (must be $250,000 or less): $158,982.00
(c) Brief Description: OAQ intends to procure, on a sole source basis, automated regional justice information system (ARJIS) database access. The vendor listed below is the only entity that can provide the required services.

Rationale: The Automated Regional Justice Information System (ARJIS) was created as a joint powers agency (JPA) to share information among justice agencies throughout San Diego and Imperial Counties, California. ARJIS is a local law enforcement database that collects key criminal intelligence from state and local enforcement agencies in the region. The ARJIS

network is used in support of programmatic areas. ARJIS enables access of seven non-federal law enforcement non-federal databases regularly used by criminal investigators and intelligence research specialists. Access to the database is crucial as the ARJIS network provides instant access to California driver license images, field interviews, data from police departments throughout California, information from traffic enforcement encounters, case and disposition status from District Attorney’s Offices, pending warrant notifications, minor offender information, and other pertinent data. ARJIS is a secure, single-source network that provides access to multiple state and local databases, including critical systems related to criminal intelligence and sensitive criminal documentation. At this time, the program has not located any other sources with the eSUN system available at the Sheriff’s secure SDLaw website via ARJISNet.
4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2). (Check one and provide short description of action taken.)
