STATEMENT OF WORK

Purchase Requisition 20107042

BACKGROUND

As a component of DHS, US Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorist and terrorist weapons from entering the United States. CBP reduces the vulnerability of the United States to terrorism, minimize the damage, and assist in the recovery from terrorists attacks that occur within the United States, while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interest from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.

Customs and Border Protection confiscates drugs, and other contraband, which are hidden in goods when goods are imported into the United States. The purpose of this request is to secure a contract to destroy confiscated narcotics and other contrabands.

OBJECTIVE

The purpose of this request is to secure destruction of seized items.

Customs and Border Protection required a company to destroy narcotics and other contraband at minimally every 30 days or more per month;

request Purchase Order to pay the destruction of the narcotics and other contraband.

SCOPE OF WORK

Incineration of seized items to include contraband/narcotics in a safe and secure location.

GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION

The Government does not anticipate providing any GFE or GFI

CONTRACT TYPE

The strategic location of the facility and the security risks associated with the destruction of seized contraband, to include high-risk narcotics. The location must be within a reasonable distance from our secure permanent storage location that is approve by OPR for Southern Florida area.

PERIOD OF PERFORMANCE BASE PLUS FOR POSSIBLE OPTIONS YEARS

• January 2, 2019 through September 30, 2019

• October 1, 2019 through September 30, 2020

• October 1, 2010 through September 30, 2021

• October 1. 2021 through September 30, 2022

• October 1, 2022 through September 30, 2023

INVOICE

The vendor shall bill Customs and Border Protection when services are completed. The contractor will register and submit the invoices for payment through the U.S. Department of Treasury Invoice Processing Platform Systems (IPP). Vendor training and materials, including a first time login tutorial are available on the IPP website: http://www.ipp.gov/ or contact IPPCustomerSupport@fms.treas.gov or by phone at 866-973- 3131 for login assistance.

By using IPP, vendors can take advantage of the following benefits:

• Electronic submission and receipt of invoices

• Ability to log into IPP and view the status of submitted invoices

• Ability to view electronic remittance information in support of the Prompt Payment Act.

If the vendor is unable to comply with the requirements to use IPP for submitting electronic invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer on the contract.

SPECIAL NOTE

Only the Contracting Officer has the authority to represent the Government in cases where the award requires a change in the terms and conditions, delivery schedules, scope of work and/or price of the products and/or services under this task order.

DISCLOSURE INFORMATION

Any information made available to the contractor/vendor by the government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.

In the performance of this contract, the contractor/vendors assumes responsibility for the protection of the confidentiality of government records.

When applicable the contractor/vendor will be adhere to the requirements found in part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.
