Capacitive Displacement Sensor System

A. Overview / Background The Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) promotes U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology for engineered systems in ways that enhance economic security and improve quality of life. The goal of the Monitoring, Diagnostics, and Prognostics for Manufacturing Operations (MDP4MO) project under EL is to develop and deploy measurement science to promote the implementation, verification, and validation of advanced monitoring, diagnostic, and prognostic technologies to increase reliability and decrease downtime in smart manufacturing systems. New technologies are being developed and verifying and validating these technologies will be important to reduce the risk of failure and increase confidence that systems will meet performance goals. The MDP4MO develops metrics and test methods for verification and validation of these technologies and publishes guidelines to support the integration of Monitoring, Diagnostics, and Prognostics (MDP) for improving the reliability and resilience of smart manufacturing processes. To that end, the MDP4MO project requires one (1) capacitive displacement sensor system to be purchased to enable the development of measurement science test methods for machine tool spindles. The sensor system will also enable the identification of metrics to support verification and validation of emerging MDP techniques.

PURPOSE AND OBJECTIVES:

The purpose of this requirement is to procure a Capacitive Displacement Sensor System for current and future work in the MDP4MO project meeting or exceeding the technical specifications identified herein. Overall, this Capacitive Displacement Sensor System will support the following research areas:

1. Develop measurement and test methods specific to machine tool spindles for MDP purposes.

2. Leverage collected data to build data sets for the development of spindle MDP techniques.

3. Validate existing and/or newly developed MDP tools on production machine tools.

Required Specifications:

The Capacitive Displacement Sensor System shall be composed of twelve (12) Capacitive Displacement Sensors, the minimum number of controllers necessary to operate 12 sensors simultaneously, and twelve (12) Controller-to-Sensor Cables meeting the following technical specifications. Each Controller shall control at least four (4) Capacitive Displacement Sensors via four (4) Controller-to-Sensor Cables as specified below. Each Controller shall output analog voltages (representing the sensed displacements) as well as digital signals of the displacements. The Capacitive Displacement Sensor System shall also include all needed power supplies, synchronization cables, synchronization connectors, Ethernet/EtherCAT cables, and USB cables.

B. Minimum Technical Requirements of the Capacitive Displacement Sensor System Capacitive Displacement Sensor (quantity 12), meeting or exceeding the following technical specifications:

1. Size is less than, or equal to, 25 mm x 15 mm x 15 mm

2. Measuring range of between 1.1 mm and 1.3 mm

Controllers necessary to operate 12 sensors simultaneously, with each Controller meeting or exceeding the following technical specifications:

1. Simultaneous measurement of signals from at least four (4) Capacitive Displacement Sensors

2. Analog output voltages with at least a nominal 10 V range (e.g., +/- 5 V)

3. Digital output signals and communication via USB

4. Digital output signals and communication via Ethernet or EtherCAT

5. Static resolution (root-mean-square of signal noise for < 50 Hz) for Controller with Sensor of less than 12 nm

6. Dynamic resolution (root-mean-square of signal noise for < 5000 Hz) for Controller with Sensor of less than 120 nm

7. Linearity for Controller with Sensor of at most 0.1 percent of the full-scale output

8. Bandwidth (-3 dB) of at least 5000 Hz

9. Temperature stability for Controller with Sensor of less than 100 nm/K

10. Elimination of cross talk among Controllers (e.g., via synchronization)

Minimum requirements for each Controller-to-Sensor Cable include:

1. Cable length (quantity 12) of at least 2 m

The entire Capacitive Displacement Sensor System shall be delivered with the following necessary standard components as required for immediate full operation of the system upon delivery: Power supplies, synchronization cables, synchronization connectors, Ethernet/EtherCAT cables, and USB cables. The vendor shall quote a total price that includes all materials and delivery.

Product certifications and calibration documents shall be provided with delivery of the sensor system.

D. WARRANTY

The contractor shall provide a standard commercial warranty, in accordance with Original Equipment Manufacturer (OEM) specifications, for all equipment for a minimum period of 12 months. Warranty provisions shall include at minimum parts and labor.

E. DELIVERY:

Delivery shall be FOB DESTINATION and shall occur no later than 12 weeks after receipt of award (ARO) to the National Institute of Standards and Technology at the address identified below.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Inspection and Acceptance:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated in. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

All components will be received and tested to ensure the products meet the required specifications before official receipt of acceptance. Initial inspections shall occur by the manufacturer at the manufacturer’s facility. The resulting product certifications and calibration documents shall be provided with delivery of the sensor system. NIST will confirm the certifications during final inspection and prior to acceptance. If all products fully meet all specifications listed herein, the products will be accepted. The place of acceptance and final delivery shall be:
