About this file

This justification and approval document outlines a sole source award of a contract by the Naval Surface Warfare Center Dahlgren Division to Northrop Grumman Corporation for nineteen Tactical Data Link Integration Exerciser servers. The servers are required to replace end of life equipment in order to support program schedules and avoid work stoppages. As the original equipment manufacturer, only Northrop Grumman can provide servers that are compatible in form, fit, and function with over $7.5 million of existing components. Pursuing another vendor would require costly redesigns, integration, and delays. Market research confirmed Northrop Grumman as the sole source. The estimated contract value is redacted and funds come from the Fiscal Year 2023 Other Procurement, Navy budget.
