STATEMENT OF WORK
TITLE: Rigging of X-Ray Computed Tomography Machines at NIST
LAB REQUESTING SERVICE: EL 735.15 Requesting Lab/Division/Group: PML, 685.10
I. BACKGROUND INFORMATION
The scope of work outlined in this statement of work involves unloading and moving an X-ray computed tomography (XCT) machine into Building 219/G21 at NIST’s Gaithersburg campus. NIST requires rigging services to assist in unloading the XCT machine from a flatbed truck and placing it at its final location inside NIST building 219 room G21. NIST has purchased the XCT machine separately. All rigging work will be performed indoors except for unloading. There are delicate sensors and finished surfaces on this machine and extreme care must be taken to prevent damage. The rigging contractor shall have experience in handling a machine of this type, which is similar to a 5-axis milling machine.
This machine weighs about 13,350 pounds, plus its accompanying components. This machine shall be offloaded from its shipping vehicle and moved to its final location to be assembled by the manufacturer. A forklift with the capability to handle this weight is required, along with the appropriately sized skates to convey the machine through the building.
An existing older XCT machine, currently inside Building 219 / Room G021 also needs to be moved to one side of the room by about 4 feet to the left, when looking at the front of the machine.
II. Objective The purpose of this requirement is to obtain contractor rigging services to unload the XCT from its delivery truck and place the XCT inside the designated building on NIST campus, building 219, Room G21, to a location in the room that will be designated by NIST officials. Additionally, contractor rigging services to move an existing XCT machine inside the same room by approximately four feet are required.
SCOPE OF WORK / GENERAL REQUIREMENTS
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the following technical requirements.
Specifically, the contractor shall perform the following scope of work:
1. Unload and move X-CT machine
· Provide rigging assistance in unloading and moving of an X-Ray CT machine to its final resting location
· Weight of machine is 13,350 pounds plus additional smaller cabinets (refer to Figure 1)
· Unload XCT machine from a flatbed truck using a forklift or other suitable lifting device. The contractor shall provide the forklift or other suitable lifting device.
· Place XCT machine on loading dock and help machine vendor prepare (e.g. remove tie downs and support brackets, unpack, install lifting eyelets, place skates and rollers, etc.) machine for movement through Building 215
· Convey XCT machine through building 215 and to large fright elevator (Distance approximately 450 feet)
· Convey the machine from freight elevator to room G021 of building 219 (Distance approximately 300 feet)
· Size of largest piece measures 117” x 54” x 80” (L x W x H)
· The contractor shall provide appropriately sized skates to safely move the equipment without damage to it or to other property.
2. Move Existing XCT machine 4 feet over
· Move an existing XCT machine, weighing about 10,000 pounds in only the left direction by 4 feet.
· Size of machine measures about 87” x 51” x 79” (L x W x H)
· The contractor shall provide all materials required to perform this XCT machine move safely and without damage to it or other property.

III. SAFETY PLAN REQUIREMENTS
At least 2 days before performing work, the contractor shall provide a health and safety plan for the work to be performed. The plan shall include safety controls, Personal Protective Equipment (PPE) required for each task, what training has been provided to employees, an emergency response plan, and health and safety recordkeeping processes. The health and safety plan shall also address COVID-19 safety. The plan shall be submitted electronically via email.
Contractor shall provide at least one million dollars ($1,000,000) of liability insurance to cover damages made to machines being move and/or NIST owned facilities and equipment, during the performance period of this contract.
IV. PLACE OF PERFORMANCE

V. Period of Performance The work shall be completed within one (1) day and NIST estimates it will require approximately 5-6 hours to be completed. The Period of Performance shall be effective from July through August 2022 with the specific date of work to be mutually agreed upon between the contractor and NIST on the same day that the XCT machine is delivered to the NIST campus, which is currently projected during the week of 7/25/22 to 7/29/22 but may occur at a later date. The Contractor shall coordinate the performance of rigging services for a period of time with the NIST Technical Point of Contact (TPOC) to occur on the same day the XCT is delivered, to be scheduled as soon as the specific delivery date is known.
Work shall be performed on a date and time within regular business hours of Monday – Friday, 7:00 AM to 5:00 PM ET. Holiday work is not required.
VI. ACCEPTANCE/INSPECTION
The Government will verify the XCT machines have been properly and safely moved to their designated locations and will ensure that all requirements identified in this Statement of Work have been properly executed prior to acceptance and final payment. NIST will inspect the machines within seven (7) business days after completion to ensure that the services conform to the requirements identified in this Statement of Work. If all requirements are met, and the XCT machines are positioned in their designated locations, free of any harm or damage, the service shall be accepted. The Contractor has the right, at its expense, to be present during the inspection. The place of inspection and acceptance shall be conducted in Building 219, Rm. G21.
VII. DELIVERABLES
Task 1: Unload, move and set one (1) new XCT machine.
Task 2: Move an existing XCT machine by four feet.
VIII. OTHER CONSIDERATIONS:
SITE ACCESS AND SECURITY REQUIREMENTS
NIST is a Federal facility and access is controlled at all entrances to the campus. Only Government employees may grant access to non-Government employees. All non-Government employees must be registered with security prior to site access. Non-Government employees, including those with Visitor Passes (Yellow Badges), must be escorted by Government employees at all times. The Contractor shall notify the COR a minimum of 48 hours prior to site access. Contractor shall provide COR with first and last names, country of citizenship, and whether the individual has a permanent resident card, (a.k.a. Green Card), of all personnel requiring site access. If any individuals are here on a work visa, they must complete a NIST 1260 form and return to the COR.

Automobile & Personnel Access:
Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary paper badge prior to proceeding to the project site. Hours of operation of the visitor center are 6:00 AM to 5:00 PM EST. Once in possession of a valid NIST badge, workers may enter via the Main Gate and proceed to the project site. Note that all automobiles are subject to a random inspection.
Trucks:
All Trucks are to enter NIST via the gate located at approximately 705 Quince Orchard Rd. Gaithersburg, MD 20899, between 6:00 AM and 4:30 PM daily. No deliveries will be allowed after 4:30 pm. “Trucks” include such vehicles as pick-ups with storage compartments, delivery trucks, delivery vans, and tractor center. Trucks arriving at NIST shall be inspected at the Truck Inspection area near Building 301. Any truck which exits NIST will have to be re-inspected upon re-entry. A vehicle dashboard placard will be placed within the truck. Placards change daily.

Contractor equipment on the NIST campus may not be left in emergency response locations, or other locations pertinent to general safety such as crosswalks, next to campus perimeter fences, areas which may block traffic or exits, etc. Prior to the contract’s start of performance, the Contractor shall furnish a list of equipment that is expected to be left on NIST’s campus during the installation process. The list shall be discussed with the NIST Office of Security to determine locations which meet security requirements and are reasonable for the work to be performed.
COVID 19 Safety Requirements:

Contractor personnel shall also conform to the current NIST health checklist and travel advisory requirements located at https://www.nist.gov/media/583331 (updated weekly).
It is the Contractor’s responsibility to be familiar with these sites and any updates made to them during the course of the requirement. If Contractor personnel are unable to meet all requirements for campus access identified at the link, services will need to be rescheduled and shall be rescheduled at the Contractor’s expense.
Travel: No travel costs associated with this requirement will be reimbursable by the Government. All cost of travel incurred by the contractor shall be included in the total price of the contract.
