About this file

This document is a specifications document from the National Institute of Standards and Technology (NIST) outlining requirements for a tunable laser as part of a quantum communication project. NIST requires a continuously tunable laser with an output between 1460-1550nm and over 25mW of power. The laser must have wavelength accuracy below 150pm and repeatability below 10pm. Delivery of one laser is required to NIST within 40 weeks of award. Upon delivery, NIST will inspect and test the laser for one month before accepting ownership. The contractor shall provide a one-year warranty on the laser commencing on the acceptance date. Payment will be made 100% upon acceptance of a delivered laser that meets all requirements.

The related federal contract opportunity is a solicitation from the Department of Commerce NIST for one tunable laser to the above stated specifications to support development of an entangled photon source.

NIST Specifications Document Purchase of a tunable laser for entangled photon source

I. Introduction/Background:

Single photon source is an important device for quantum communication and network. A single photon source based on Vanadium-doped 3C SiC is a promising solution of such device. Currently, the quantum communication and network project at the National Institute of Standards and Technology (NIST) Information Technology Laboratory (ITL) is developing the SiC- based single photon source.

II. Purpose:

NIST is developing a single photon source based on Vanadium-doped 3C SiC device. NIST will need a tunable laser for the pump of the single photon source. The tunable laser should be continuously tunable between 1460 nm and 1550 nm band without mode-hops. The output at fiber output should be larger than 25 mW and wavelength accuracy is better than 150 pm. See full list of minimum requirements in the section below.

III. Minimum Requirements:

The system shall meet or exceed the salient characteristics identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide a Firm Fixed Price Quotation for the following Contract Line Item Number (CLIN):

CLIN 0001: The Contractor shall provide a quantity of 1 stand-alone tunable laser, meeting or exceeding the following minimum specifications:

· Continuously Tunable Laser

· Complete system, 1500 nm, with fiber delivery

· Tuning: 1460-1550 nm, no mode-hops

· Output power at fiber output > 11 mW

· Absolute wavelength accuracy: < 150 pm

· Relative accuracy (repeatability): < 10 pm

· Typ. short term linewidth (5μs): < 10 kHz

· Motor micro step size: 0.5 pm

IV. Delivery:

Shipping in the contractor’s responsibility. Delivery shall be FOB destination and shall occur within 40 weeks of award. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

All items shall be delivered to the following address:

The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640

V. Inspection and Acceptance:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. Upon delivery of device, the Government will perform the test within one month. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The scope of general inspection included:

· Structural, mechanical, and electrical evaluation of product

· An operational evaluation of the time tagging unit

· Evaluation of the system’s performance and software interfacing A visual inspection of the laser will be performed by NIST to identify surface defects or any form of indication that the time tagging unit was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the time tagging unit due to defects and/or nonconformance.

The contractor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the time tagging unit.

The place of acceptance shall be:

100 Bureau Drive Building 220 Gaithersburg, MD 20899

Ownership of the tunable laser unit shall transfer to NIST upon acceptance.

VI. Warranty

The contractor shall warrant the entire system in accordance with the Original Equipment Manufacturers’ (OEM) standard commercial item warranty and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include parts and labor.

VII. Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by NIST of fully delivered system.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been complete

NOTE: Partial shipments and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
