Statement of Need / Required Specification NI Brand-Name Only Next Generation Data Acquisition and Control (DAC) System Components
General Statement of Need:
Members of the Heat Transfer and Alternative Energy Systems (HTAES) Group within the Building Energy and Environment Division of the National Institute of Standards and Technology (NIST) have the lead role for coordinating and facilitating research at the NIST Net-Zero Energy Residential Test Facility (NZERTF). One aspect of that role is to maintain and upgrade, when appropriate, the primary data acquisition and control (DAC) system used to operate the house in a user-specified manner – including implementing the activities of the virtual family – and collecting data from the majority of test instruments and sensors installed to quantify the electrical, thermal, and water use performance of the house, and its subsystems, over time.
The existing primary DAC system deployed at the NZERTF was commissioned in 2013. Specifically, the Next Generation DAC System hardware components manufactured by NI are needed to replace existing components that are no longer covered under warranty.
Objective:
The purpose of this acquisition is to procure, on a brand-name only basis, two specific models of plug-in modules manufactured by NI Corporation, located at 11500 N Mopac Expwy, Austin, TX 78759-3504. The required plug-in modules must be compatible with existing PXI-based DAC hardware and software system components manufactured by NI that are being used for data collection and controlling operations at the NIST NZERTF.
Specifically, the contractor shall provide the items listed in the table below manufactured by NI Corporation on a Brand-Name Only basis in accordance with the following specifications:

Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations to verify performance in accordance with the technical specifications. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
A visual inspection of the delivered items will be performed by the NIST TPOC to identify defects or any form of indication that the items were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the items due to defects and/or nonconformance.
The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the units.
