Bles Enhanced Collection System

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Sensor Data Fusion Branch (B61)at the Naval Surface Warfare Center Dahlgren Division (NSWCDD) has been tasked by the Program Executive Office Integrated Warfare (PEO IWS) to collect I&Q Data from both Side A&B of SPY Radar for an extended period of time. The Enhanced Coherent Data Collection System (ECDCS) has been used to record radar I&Q data at multiple shore-based facilities and at live test fire events onboard DDG-class US Naval ships. The ability to collect this data is critical to the improvement of performance models and event reconstruction in support of the program office’s mission. requiresT the installation of the Enhanced Collection System (ECS.) is a permanent shipboard installation that will continue to provide the requirements that ECDCS provides. ECS is a real time collection system that will retrieve the Stimulus and Returns (STIMS/RETURNS) and Analog to Digital (A/D) data from the Multi-Mission Signal Processor (MMSP) on the Baseline 9C SPY Radar. The ECS will reside in the space where the Tactical Environment Processor (TEP) was initially installed onboard five (5) Aegis Baseline 9C DDG ships. ECS has received the 5 cabinets from TEP that need to be altered and modified to meet the requirements of the unit. This Statement of Work (SOW) provides a detail description of the alteration and materials needed to provide a complete ECS unit that meets MIL-S-901D shock testing.

2.0APPLICABLE DOCUMENTS
2.1MIL-S-901D – Shock Test, H.I. (High Impact) Shipboard Machinery, Equipment, and Systems, Requirements for, dated 17 March 1989.
2.2Enhanced Collection System (ECS) Item Configuration Diagram (ICD)
3.0REQUIREMENTS
3.1The Contractor shall provide structural modifications to a Government Furnished Equipment (GFE) cabinet to meet Equipment Qualification Testing (EQT) MIL-S-901D shock grade B standards.

3.2 The Contractor shall provide references to previous multiple years of custom building/hardening of equipment to meet MIL-S-901D shock grade B standards.

3.3 The 14U cabinet will house a 24 port 10GB Cisco Switch, a KVM, Two (2) 3U Servers, One (1) 2U server, and Four (4) 1U Servers.

3.4The contractor shall provide CAD drawings necessary for the future procurement of a complete ECS unit.
4.0DELIVERABLES

The Contractor shall deliver Three (3) ECS Shock Grade B cabinets with all necessary components and CAD drawings for replication IAW CDRL A001.
