JUSTIFICATION AND APPROVAL

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department

2. Description of the Action Being Approved

Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the Integrated Engagement Systems Department (E), Advanced Hypersonic Weapons & Guided Munitions Division (E20), Munitions Prototyping Branch (E25), manufactured by Ideal Aerosmith, Inc.

3. Description of Supplies/Services

The NSWCDD/E25 requires one (1) commercial-off-the-shelf (COTS) Modular Three-Axis Flight Motion Simulation Table System, Model 1583G, that will have integrated one (1) SCRAMNet GT real-time interface kit and include one (1) SP4499A-12533E controller with installation and field calibration services of the system.

Delivery is required not later than 12 months after receipt of the order or sooner, if available.

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

The estimated cost of the proposed contract action is $735,113.00. Fiscal year 2022 Capital Improvements Program funds will be utilized for this procurement.

4. Statutory Authority Permitting Other Than Full and Open Competition

5. Rationale Justifying Use of Cited Statutory Authority

The requested COTS multi-axis flight motion simulation table system is needed to allow NSWCDD E20 personnel to support the continued development and expanding capabilities of hardware-in-the-loop flight testing within E Department. This expanded capability need directly supports the mission of both the E20 and E40 divisions. Other than full and open competition is requested for this requisition to maintain compatibility (form, fit, and function) with pre-existing similar devices manufactured by Ideal Aerosmith which are already present in the NSWCDD hardware-in-the-loop testing facility. The requested integrated interface kit will allow E20 personnel to seek necessary increased flight command input data rates, increasing from 100Hz to 1000Hz, that the base table cannot supply unless this option in installed and the 1000Hz frequency is required to meet current testing and advanced flight interceptor hardware-in-the-loop simulations.

Seeking original equipment manufacturer (OEM) installation and field calibration of the flight motion table is prudent and will prevent any issues from incorrect installation and ensure proper operation since NSWCDD E Department personnel are not equipped to accurately install and calibrate the table after delivery. Ideal Aerosmith, Inc. is the original equipment manufacturer of this proprietary system with no authorized resellers available, therefore, proprietary data limits competition.

Based on the background information and subject matter knowledge developed, it is anticipated at a very minimum that it would take approximately one (1) year to analyze competing products to determine how to modify them to meet the Government specifications and integrate with existing equipment in the hardware-in-the-loop testing facility. The labor dedicated to this analysis effort is currently estimated to cost $500,000.00 per year. In addition, devices manufactured by different vendors will be supplied with different software and controllers. The presence of multiple versions of software and controllers will create duplicative training and maintenance costs for the NSWCDD hardware-in-the-loop facility estimated to be roughly $250,000.00. The one (1) year timeframe and integration costs associated with new software and controls would represent a duplication of costs to the Government in excess of $750,000.00.

These additional costs could not be recovered through full and open competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Market research was conducted by reviewing current configurations, performing internet searches, reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line, and obtaining a market research quote. This market research revealed similar pre-existing devices in the NSWCDD hardware-in-the-loop facility were manufactured by this specific vendor and that a limited number of manufacturers that exist within the domestic market to provide flight motion simulation machines.

Additionally, site visits to commercial precision munition makers indicate this type of machine is an industry standard.

Continuing market research through internet searches and contacting the original equipment manufacturer in February 2022 has shown that there are still no authorized U.S. resellers available for this proprietary system. The proposed contract will be synopsized on the Beta Sam.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
