STATEMENT OF WORK
FIVE (5) YEAR TRANSFORMER OIL TESTING
INTRODUCTION
The Federal Correctional Institution (FCI) located at Fort Dix, New Jersey, intends to make a single award to a responsible entity for the performance of the Five (5) Year Cycle Transformer Oil Testing. The responsible entity will sample and test in-service transformers, seventy-seven (77) pole mounted and twenty-six (26) pad mounted, as set forth in this solicitation/ contract. The Government reserves the right to award without discussion and to make a single award. Therefore, each initial quote should contain the best terms from a cost or price standpoint.

SCHEDULE OF DELIVERY PERFORMANCE
1. The contractor shall provide all labor, material and equipment, consumables, collection bottles for sample collection .
2. Contractor shall provide the necessary transport/vehicle for their staff for sample collection.
3. Samples should be collected in good quality, leak proof sample bottle as per best practices and by trained personnel.
4 . Oil sampling activities shall be carried out as per the industry standards.
5 . Testing should be conducted at certified laboratories.
6 . Any other item not specifically mentioned above but required to complete the Jobs in totality shall be in the vendor's scope of supply.
All work is to be performed in accordance with Transformer Insulating Oil Test Methods (ASTM). General Oil Quality (GOQ) test shall include at a minimum the most common ASTM insulating oil tests as shown in the TABLE A - Transformer Insulating Oil Test Methods (ASTM) below.
SCHEDULE OF DELIVERY PERFORMANCE (continued) This solicitation also provides a list identified as "FBOP Assets by Site/Buildings, to utilize as reference to identify and quantify the number of transformers where oil samples will be collected testing.
SCHEDULE OF PERFORMANCE
Working hours are estimated Monday thru Friday 7 : 30AM-3:00PM excluding federal holidays. Saturday and Sunday hours maybe utilized due to adverse weather conditions or other contributing factors that would cause delay . The contractor cannot be guaranteed a forty (40) hour work week at the work site.
Component parts of the working hours will include but not be limited to movement through secure entrances, tool inventories , and material loading and unloading .
The following provisions apply to the work being performed under this contract:
The contractor must have approved badged personnel on staff to enter the secure areas of the institution. To receive approval for badges, the contractor(s) must attend and complete the four hour orientation class. The contractor(s) will not be financially compensated for staff attending the orientation class . Service is a contractual arrangement not a personnel appointment . Payment is based on provisions of an end product and or the accomplishment of a specific result.
A pre-bid site visit prior to final solicitation for bid will be afforded at a date to be determined.
DELIVERY OF PERFORMANCE
Expected dates of delivery and performance are April-May 2020 .
The contractor will have ten (10) calendar days upon Notice to Proceed to begin work .
DELILVERY OF MATERIALS
All related equipment and materials required for the contractor to work on this project will be processed by the contractor and delivered to the contractors approved storage area. Any delivered construction materials must be received by the contractor Monday through Friday , excluding Federal Holidays between the hours of 7 : 00AM - 2 : 00PM. The contractor will be required to notify the COR when a delivery is scheduled and a contractor representative must be present to receive delivery .
Prior to delivered materials entering the institution ' s secured areas , east and west compounds , all materials will be placed on pallets and electronically scanned to ensure no contraband is present . Electronic scanning will be conducted during normal working hours and could cause delays entering the secure areas of institution . The contractor should plan accordingly on days material(s) are required to enter the institution ' s secured areas .

Used to observe darkening of the oil by comparing it to previous samples of oil from the same transformer . Oil

0 - 5 --, - a numerical value (0-5) based on comparison with a series of color standards. Noticeable darkening oil indicates either contamination or that arcing is taking place.
Measures the voltage at which the oil fails electrically , Dielectric which is indicative of the amount of contaminant (usually breakdown D877 moisture) in ttie oil. The dielectric breakdown voltage is kV -- measured by applying a voltage between two electrodes under voltage the oil. New oil should have a minimum dielectric strength of 35 kV by ASTM methods of testing .
Measures the presence of soluble contaminants and oxidation products in transformer oil. Expressed in mN/m, it is a
Interfacial test of interfacial tension of water against oil , which is D971 different from surface tension in that the surface of the mN/m tension --water is in contact with oil instead of air. A decreasing value indicates an increase in contaminants and/or oxidation products within the oil.
Measured in parts per million (ppm) using the weight of moisture divided by the weight of oil. Moisture content in
Moisture oil lowers the insulating system dielectric strength and
(Water) Content D1533 allows flashover that can damage a transformer . For mineral ppm oil , a generally accepted maximum moisture content is 35 ppm. This test does not measure the water content in the transformer paper insulation.
New transformer oils contain practically no acids. The acidity test measures the content of acids formed by
Neutralization oxidation and contaminates . Measurements are made by the
(Acid) number D974 amount of potassium hydroxide (KOH in mg) required to mg KOH/g --neutralize the acid in one gram of oil. Typically, results of 0.10 mg KOH/gram of oil or less are considered good.
Higher values are indicative of a problem .
Indicates the dielectric losses of the oil, or energy that is dissipated as heat. Useful for measuring changes within the insulating oil resulting from contamination or
Power Factor D924 deterioration . The power factor of insulating oil equals the cosine of the phase angle between an ac voltage applied and the resulting current . For mineral oil , the power factor of new oil should not exceed 0 . 05 percent at 25 degrees C. .
Determines the density , relative density (specific
Relative gravity), or API gravity of transformer oil by use of density
D1298 hydrometer at a reference temperature . A high specific number (specific gravity indicates the oil ' s ability to suspend water . In gravity) extremely cold climates , specific gravity can be used to determine whether ice will float on the oil.
Oil is visually examined by passing a beam of light through Bright , Visual it to determine transparency and identify foreign matters.
dark , D1524 clear of examination --- Contamination of the oil is exhibited by poor transparency , cloudiness , or the observation of foreign particles . particles etc .
